This position is devoted to sampling of storm/surface water quality to ensure compliance with environmental permits, standards and regulations. Incumbents perform inspections, evaluation, and enforcement activities related to water quality. As assigned, work may include coordinating schedules, training and public education; assisting senior staff with project management and with developing policies and procedures; performing field work; responding to customer concerns; and providing customer service.

Incumbents assigned to storm/surface water quality enforce compliance with City code requirements; write and issue official notices and penalties; present evidence at hearings; investigate and trace surface water pollution to the source; determine environmental impact; and plan and conduct screening of storm drainage system outlets.

Incumbents assigned to storm/surface water quality conduct on-site inspections of facilities and/or respond to complaints including conducting on-site sampling; conducting investigations; creating and maintaining documentation; updating databases; maintaining and operating equipment; enforcing codes and regulations; and participating in special projects.

Duties/Responsibilities
Conducts on-site inspections of facilities, utility systems, equipment, and assigned areas to ensure compliance with applicable plans, codes, regulations, policies, and procedures.
Conducts investigations; tracks and identifies pollution sources within assigned areas; collects evidence to document violations; and identifies responsible parties to enforce applicable codes, typically involving the issuance of official notices and documentation.
Prepares and/or maintains reports, records, files, and other documentation; prepares and issues notices, permits, ID cards, and other documentation; updates and maintains databases; compiles data; reviews work to ensure accuracy and completeness.
Maintains supply inventory; maintains and operates equipment; ensures equipment is appropriately calibrated and in proper working condition; and makes purchasing recommendations, as assigned.
Provides customer service; collaborates with a variety of internal and external parties; responds to public concerns, complaints, and questions; sends timely notifications to facilitate issue resolution; coordinates informational booths at events; provides written and oral information; and testifies in court as assigned.
Participates in special projects as assigned and following established procedures and plans.
Conducting routine water quality sampling in streams and lakes.
Collecting water quality samples and submitting them for analysis on time.
Enforcing compliance with City code requirements.
Writing and issuing official notices and penalties.
Presenting evidence at hearings.
Investigating and tracing surface water pollution to the source.
Determining environmental impact.
Planning and conducting screening of storm drainage system outlets.

Minimum Qualifications & Experience
Associate’s degree in environmental science, chemistry, biology, or directly related field.
One year of related experience.
A valid North Carolina Class C Driver’s License with a satisfactory driving record, acquired within the time frame specified by the City.

Additional Preferred Skills
Course work in hydrology, biology, aquatic chemistry or related fields.
Two years of related experience.
Experience in dry weather outfall screening, illicit discharge detection and elimination, water quality monitoring, stream monitoring, and geographic information systems.
Familiar with Microsoft Office Suite (Excel, Access, PowerPoint, Word, etc.).
Ability to work outdoors in inclement weather.
Ability to work cooperatively.
Ability to communicate effectively.

Employees that are not fully-vaccinated for the COVID virus by December 31, 2021 and reported their status to Human Resources, will pay a $70 surcharge each month for their benefits in the next benefits election cycle as well as any cost associated with failure to meet wellness requirements.
