Children Affected by Conflict (CAAC) / CM Specialist – Based in North-East Syria

The Opportunity
The Children Affected by Conflict (CAAC) / CM Specialist will function under the supervision of the Senior Child Protection Specialist and CAAFAG Task Force Coordinator. The role holder will lead the case management Task force (CMTF) and will focus on capacity strengthening of the CAAFAG TF partners in case management with keen interest to CAAC prevention, program development, development of tools and resources, and support on coordination of tasks as assigned by CAAFAG TF Coordinator. A key focus of the CAAC / CM Specialist will be to lead on developing a systems strengthening approach, drafting this plan in close coordination with the TF and its partners. The post holder is responsible for promoting best practice and supporting the alignment of the CAAC / CM programme with the global Child Protection Thematic Strategy, Inter Agency principles, priorities, and standards. The post holder will play the leading role in information management around CAAC-related issues in country, and will ensure a regular flow of briefings, analysis, or data as required

The CAAC / CM Specialist will also have an estimated 50% time allocation towards supporting Save the Children (SC) NES CAAFAG response in order to build the capacity of the CP and CM teams, support with program development, provide technical oversight during implementation of related interventions, and coordination with UNICEF and other agencies regarding repatriation of children through the CPAoR. To this end, the post holder will contribute to strengthen the programming, advocacy, and monitoring, evaluation, research, and learning on Children and Armed Conflict (CAAC), and working with internal and external stakeholders, ensure an integrated multi-sectoral approach with close coordination with the Senior CP Specialist, and the technical and management teams. The CAAC / CM Specialist will be responsible for providing technical inputs, guidance, and support to SC partners, including staff capacity development in CAAC specific themes, keeping up to date with initiatives and developments in the field in-line with SC Protecting Children in Conflict (PCiC) Strategy and Centenary Commitment.

This role requires the post holder to work in an emergency and humanitarian context. Additionally, the role holder will actively participation in emergency preparedness planning and take initiative on planning and designing appropriate response modalities depending on the context. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Senior Child Protection Specialist
Location: North-East Syria
KEY AREAS OF RESPONSIBILITY:
The incumbent and with the support and leadership of the Senior Child Protection Specialist and Technical Advisor will contribute to strengthening the representation of SC at key country level fora and will be expected to contribute to the Strategic Thinking of the CAAC strategy, programming, and monitoring/evaluation. Through partnership development with other key actors in CAAC sector, the post holder will support and contribute to the establishment of sustainable and strategic collaborative initiatives that increase quality of CAAC interventions in line with global guidelines. Overall, the CAAC / CM specialist will provide equal level of support towards coordination of the CM TF as well as systems and capacity strengthening of the CAAFAG TF members and relevant stakeholders. And to provide technical oversight to the SC CAAC response in NES. The CAAC Specialist will focus on the following key areas;

Key Area 1: Provide leadership to the Case management Task force (CMTF)

In close coordination with CPAoR, the CAAC / CM Specialist will provide leadership in coordinating the CMTF by;
* Coordinating Inter Agency (IA) referrals and reunification and repatriation processes in coordination with CAAFAG TF coordinator, CPAoR and UNICEF
* Activate the IA case conferencing
* Schedule and lead regular CM partner meetings
* Prepare minutes of the meetings and share within one week after the meeting

Key Area 2: Capacity and system strengthening of the CAAFAG partners and structures
* Support in identifying partner capacity strengthening needs and coordinate capacity development / systems strengthening plans
* Support the identification, assessment, selection, and development of CAAFAG technical capacity of implementing and strategic partners
* Establish key partnerships with other CAAFAG actors (UNICEF, CAAFAG working group partners, and Self-administration structures).
* Review programme reports and measures to ensure high standards and quality in CAAC programming and MRM.
* Support and encourage partner staff across thematic areas to strengthen knowledge and understanding of CAAFAG interventions and integrate CAAFAG activities into thematic programming.
* Provide technical expertise in the development of CAAFAG strategies, tools and resources within inter-agency coordination forums, ensuring the protection needs of all children, girls and boys, are being addressed.
* Provide regular field monitoring, follow-ups, mentorship and support supervision to the relevant actors as part of the capacity strengthening component
* Provide and track uptake of constructive feedback and actions as agreed with relevant actors and TF members
* Provide oversight to the contextualisation, and rollout of the CAAFAG TF CSG package in close coordination with CAAFAG TF Coordinator

Key Area 3: Programme planning, strategy and quality
* Support and contribute to the strategic direction and leadership for the SC CAAC (focusing on CAAFAG and children in conflict with the law) portfolio and inputs into the Protecting Children in Conflict centenary commitment, and play a significant role in defining strategies, plans, and results – aligning programmes with SC global strategies, global themes, common approaches, breakthroughs, and standards, including the Minimum Standards for Child Protection in Humanitarian action.
* Provide support and oversight to the NES programmes and programme teams to ensure that CAAC thematic programme components are based on regular situation/conflict analysis, are technically sound, integrate innovation and best practice, maintain consistent implementation methods with the country strategy (notably the PCiC Strategy).
* Capture good practice, that are likely to achieve scale, as well as equitable and sustainable results.
* Work closely with the country level advocacy teams to feed in priority CAAC related themes
* Coordinate and cooperate with other sector technical teams and surge teams during emergencies (when applicable) and ensure technical integrity and linkages across relevant thematic areas
* With the support of the Senior CP Specialist and CP Technical Advisor, leverage and liaise for CAAC technical assistance from Save the Children members, local, regional and international partners, networks, and coalitions.
* In close coordination with Senior CP Specialist and CP Technical Advisor, support and contribute to the development and expansion of SC’s role in CAAC reporting and advocacy in the region in collaboration with the relevant Technical Advisor(s) TA(s), the Region Office (RO) and Global CAAC TA, and external partners.
* In collaboration with the field team and CO support the development of high-quality CAAC related proposals and reports.
* Provide input in producing CAAC case studies and success stories and promote learning across organization.
* Ensure that CO lessons and operational realities contribute to regional and global level technical thought leadership, advocacy, and common approaches & standard setting.

Key area 4: Support SC Humanitarian response and CAAC-related coordination
* In coordination with the Emergency Response Teams, maintain consistent and coherent CAAC engagement in key emergency responses and coordination mechanisms.
* Support the response team to conduct CAAC sectorial and cross-sectorial assessments using SCI assessment processes and tools and help coordinate the response with other SC thematic areas.
* Conduct trends analysis and oversee knowledge management based on findings regarding the needs of all children, girls and boys.
* Provide day to day technical guidance to the implementing teams in regards to CAAC programs

Key area 5: Administrative and budget:
Only when/if designated,
* Support budget preparation in collaboration with Finance and Awards teams.
* Support the monitoring of expenditure on CAAC initiatives and components.

QUALIFICATIONS AND EXPERIENCE
* University degree in Social Science, Psychology, and Human rights Law, Development Studies, Gender Studies or any other related field.
* Minimum 5 years of experience in Human or child rights and/or child protection or child rights governance within humanitarian or development sector, preferably in the Middle East.
* Proven experience in coordination of humanitarian response, and preferably in the context of CAAFAG related interventions
* Demonstrated experience in programme design, implementation, monitoring and evaluation skills in case management, CAAFAG work, child protection or child rights governance.
* Demonstrated experience in systems strengthening, including gap analysis, coordinating and implementing capacity-building plans.
* Experience in data collection and information management
* Excellent in Microsoft Office applications.
* Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children affected by conflict
* Excellent oral and written communications skills in both English and Arabic.
* Strong organizational skills.
* Good team player and strong interpersonal and coordination skills.
* Ability to work under pressure and meet deadlines.
* A flexible and initiative-taking, proactive attitude with the ability to manage and prioritise an unpredictable workload.
* Commitment to Save the Children values and inter-agency principles/guidelines.

Desirable:
* Good Knowledge and Experience in the CAAC Programing.
* Good knowledge and Experience in the Humanitarian, Human Rights Law and Child Rights Convention.
* Fluent Arabic language skills are desired.
* Previous knowledge of working in NES or similar contexts.
