  • Strong technical expertise on child protection and child protection in emergencies and Education in Emergencies and knowledge on other national/international guidelines and tools for education and child protection.
  • Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques).
  • Strong training and capacity-building skills, particularly using participatory techniques for training on different components of CP programming. Previous experience conducting training in case management, caring for child survivors, psychosocial support, CP information management system, Education in Emergencies are desirable.

Other requirements:

  • University degree in social work, social studies, human rights, or any other related discipline.
  • Minimum of 5 years management-level work experience (ideally in child protection project and education) with a NGO or INGO.
  •  Fluency in spoken and written English and Arabic.
  • Excellent report writing skills.
  • Competent knowledge of MS Word, Excel and PowerPoint.
  • Team management and leadership skills and proven supervisory skills.
  • Ability to work independently while remaining a strong team player.
  • Willingness to live, adapt and productively work in insecure, unstable and/or harsh environments.
  • Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support in a timely manner to achieve project results.
  • Superior interpersonal communication skills.

Terre des hommes Foundation – Helping children worldwide (Tdh), is the leading Swiss foundation for children’s aid, with its headquarters in Lausanne, and registered in Iraq with the No 2178598. Tdh aims to create a positive impact on children’s lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes.

Tdh started its operations in Iraq in Dec 2014 responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing assistance in child protection, juvenile justice, education and WASH assistance in emergency.

In the long-term, through its Multi-year Country Strategy 2022 – 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women.

As of December 2021, Tdh with its 120 staff employees, is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program, across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan and the Head Quarters (HQ) in Lausanne, Switzerland.

General description of the position:

Under the direct supervision of the Field Coordinator and with technical support from the Child Protection Coordinators, the Child Protection and Education in Emergencies Project Manager will provide oversight for implementation and follow up of child protection and education projects in Ninevah Governorate. He/she will provide  technical support and operational oversight for all the programmatic activities in the field location, guided by the agency specific project management tools. His/her roles and responsibilities will be laid down along managerial, reporting, technical and operational dimensions. S/he will provide technical advice and guidance to the child protection and education staff and ensure the high quality implementation of the program including continued capacity building of staff members under her/his supervision. This role also provided technical assistance to Tdh’s national partners in carrying out the project activities with high standards.

 

Responsibilities

  • Overall responsible for the implementation of  Child Protection and Education Projects  across governorates, in accordance with the Project Follow Up and other project documents to ensure that objectives are reached and indicators are adequately and timely measured.
  • Directly supervise and support the field-based project staff, jointly shape weekly and monthly action plans and oversee their implementation.
  • Technical support and follow up to the national partners of Tdh implementing Child Protection and Education projects.
  • Promote, and ensure project activities are in line with Child Protection Minimum Standards, humanitarian principles and Education in Emergencies standards.
  • Ensure that i) activities are carried out in and  accountable and efficient manner with proper documentation ii) gender is mainstreamed into activities iii) beneficiary’s participation is included from the onset of the project.
  • In a close coordination with the M&E Officer and Data Officer, ensure that the project database is regularly and accurately updated and the M&E plan is followed up in a timely manner.
  • Close and constant collaboration with the Logistics Department: contribute to development of Procurement Plans, submission of procurement and service requests and a close follow up on them, ensuring timely delivery of goods and services to the field location, drafting of and follow up on the weekly Movement Plans.
  • Close coordination with the Finance Department: participate in the FMT (Financial Management Tool) revision meetings, track and update the BFU (budget follow up), follow up on payments of volunteers etc.
  • Close coordination with the HR/Admin Department: participate in revision of Job Descriptions, staff recruitment, staff performance appraisals, follow up on attendance records of staff and volunteers.
  • Identify the knowledge and skills gap of the project staff under his/her supervision and ensure those needs are addressed in a timely manner, contribute to shaping the training/workshop packages and their implementation.
  • Perform field monitoring visits to the project location on a regular basis providing technical and operational support to the field-based teams, identify potential additional needs of the teams and of the communities, make recommendations, and ensure appropriate action is taken.  
  • Participate in drafting narrative reports to the funding institutions, submit weekly/monthly reports to the Field Coordinator.
  • Actively participate in the Child Protection and Education needs assessments by mobilizing community members, conducting interviews, administering surveys and producing quality needs assessments reports.
  • Contribute to development of technical tool in the field of PSS, Case Management, community-based outreach as well as multi-sectorial programming.

 

External coordination and representation

  • Actively participate, contribute and represent Tdh in relevant sub-cluster, working groups at the governorate and area level and keep the relevant Tdh personnel informed of the development.
  • Routinely coordinate and collaborate with the CP/EiE, non-CP actors, government agencies to effectively contribute to establishment of well-functioning referral pathways, avoid gaps and ovalaps with other humanitarian actors and government agencies, and forge synergies with different service providers.
  • Contribute to development of a community network to facilitate the project acceptance and stakeholder’s contribution and ownership.

  • Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy is upheld at all times.
  • Ensure adherence to Tdh standards and quality requirements in all the project activities.
  • Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures.
