Background
The war broke out in Ukraine in February 2022. Since then, millions of people have fled to the neighbouring countries, raising a big concern on how to manage such an immense flux of people. In order to support refugees, War Child has set up an emergency response through local partners in Moldova, Romania and Ukraine.
Your Challenge
You are a dedicated coordinator with excellent child protection in emergencies experience. You will be responsible for the development, coordination and implementation of the child protection components of War Child’s Ukraine Emergency Response Programme, including development and implementation of competency development plans with partner organisations.
You will report directly to the Programme Coordinator and is technically supervised by the Global Child Protection Specialist. You will work closely with local partner organisations and the War Child Ukraine Emergency Response Team, including the MHPSS and Education Coordinators.
Your Responsibilities
Develop and follow up on the child protection components of the Ukraine emergency response, in line with sector minimum standards and War Child’s strategies and policies.
· Work closely with War Child and partner organisation colleagues, as well as relevant inter-agency coordination groups, to identify child protection risks and develop appropriate approaches to prevent and address these risks.
· Make frequent field visits to projects’ areas to follow up on quality of implementation of child protection activities, identify opportunities and constraints and suggest any adjustments needed (to War Child and partner organisation focal points as appropriate) including additional staffing, competency development, or design of additional activities/ programme components.
Develop and implement child protection competency development plans for implementing (partner) organisations to ensure implementation according to sector minimum standards and best-practise.
· Identify competency development needs and develop a plan to address these, in collaboration with partner organisation and War Child colleagues.
· Deliver child protection sessions, trainings and briefings, including tailored trainings where needed and feasible, to staff and partners.
· Provide ongoing and necessary technical support, guidance and coaching to implementing (partner organisation) staff.
Internal and external coordination, representation and reporting on the child protection components of War Child’s Ukraine emergency response.
· Internal coordination with War Child Ukraine Emergency Response team and global technical advisors to ensure alignment of programme approaches and mainstreaming of child protection across all sectors.
· Regular internal reporting on the child protection programme and external context (including based on information shared in inter-agency coordination groups).
· Support partner organisations in their inter-agency representation and reporting requirements as requested.
In alignment with the War Child Global Child Safeguarding Advisor, strengthen the child safeguarding policies, systems and practices of partner organisations and within the overall response where needed.
· Support in identifying and addressing gaps in child safeguarding policies, systems and practices in War Child’s Ukraine Emergency Response.
· Support in training and coaching partner staff, including field facilitators, on minimum standards of integrity, Child Safeguarding, PSEA, and accountability, including channels for reporting.
· Support in strengthening partner organisations’ Child Safeguarding policies and systems where needed.
Knowledge, experience, skills, and competencies
· Relevant academic background (Social Sciences / International Development Studies).
· Working knowledge of Minimum Standards for Child Protection in Humanitarian action and best-practices in Child Protection.
· Minimum 5 years in humanitarian settings, preferably with children.
· Minimum 3 years’ experience in developing, implementing, or coordinating child protection programmes in humanitarian settings.
· Minimum 3 years’ experience in competency development (including design and facilitation of trainings) in child protection in humanitarian settings.
· Commitment to nurturing partnerships with local partners and building on their existing capacities.
· Demonstrated experience in monitoring and evaluation of projects.
· Fluency in English is required. Fluency in Ukrainian, Romanian, or Russian is strongly preferred.
· Ability to provide (creative/interactive) trainings.
· Possesses the following transversal skills: cultural sensitivity, strong critical analysis and strategic thinking skills, planning and coordination ability, excellent communication skills; ability to give and receive feedback, flexibility, and proactivity.
· Affinity with children and young people.
· Affinity with War Child’s mandate, mission, and core values (Impact, Creativity, Inspiration and Integrity).
Our offer
Location: Moldova or Romania. The successful candidate needs to be eligible to work in that country. Preference will be given to local candidates.
Contract: War Child typically offers an initial contract of up to 8 months with the intention to prolong after that.
