Overview & Responsibilities

A. Organisational Background IDLO, in collaboration with other consortium members, is promoting a reformed and modernised Alternative Dispute Resolution (ADR) system through the establishment and operationalisation of a new ADR Centre in Somaliland under the Programme ‘Strengthening the social contracts through access to justice” funded by the Government of the Netherlands (Also known as Damal Programme). The programme aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions.

The overall goal of the programme is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.

B. The Assignment The short-term consultant will support the Damal program to review Standard Operating procedures for Child protection victims and survivors. The role aims to provide support to ADR centres to operationalise the Child Rights and Protection Standard Operating Procedures (SOPs), which are intended to be a guide for ADR Center staff and adjudicators handling cases involving children.

C. Period of Consultancy

The consultant will be based in Hargeisa and is expected to work in 30 days.

D. The specific objectives Under the direct supervision of the Field program manager, the consultant will collaborate with other Damal programme staff and implementing partners based in Somaliland. The advisor shall:  Review of the draft ADR centres Child Rights and Protection Standard Operating Procedures (SOPs)  Conduct site visits to at least two ADR centres and the MOJ ADR Unit to observe the current referral services for child cases.  Based on the findings of the review, make recommendations, propose reviews and revisions for Child Rights and Protection Standard Operating and develop Standard Operating Procedures (SOPs)  Present draft SOP to the service provider and another key stakeholder for review and validation  Provide orientation training based on the revised SOPs to the Ministry of Justice ADR unit and Damal Programme Partners, and ADR centres staff.

E. List of deliverables  Three pages Inception report detailing the proposed methodology and agreed work plan submitted within five days from the date of signing the contract  A draft report with key recommendations from key stakeholders and institutions met  Draft Child Rights and Protection Standard Operating Procedures (SOPs)  Training deliverables: a) Provide three pieces of training every three days in Hargeisa and Burao to implemented partners. b) Detailed training plan (including objectives, methodology to be adopted, training modules and schedule), to be sent in Microsoft Word format via electronic submission to the PM within five days after the signature of the agreement. The training plan should be a minimum of 3 pages max. c) PowerPoint presentations and training approaches for participants (i.e., case studies, group work, brainstorming, discussions, etc.) will be sent via electronic submission to the PM for review and input. d) Pre-/post-test evaluation form to be utilised for each training session as well as completed pre-/post-test evaluation sheets. Completed forms are to be sent via electronic submission to the PM.  Bi-Weekly reports providing updates for activities and training, from training it should cover (composition of attendees, notable discussions or reflections) to be submitted to the PM every Monday morning. Reports will be a maximum of 2 pages and will be submitted electronically in Microsoft Word format. A sample template will be provided.  Report on assignment, including an analysis of consultancy achievements, pre/post evaluation results, challenges, lessons learned, and recommendations for the future. The report should be at least ten pages in length and will be submitted electronically within 15 days of completion of activities to the PM in Microsoft Word format.

Competencies To deliver these above-mentioned objectives and the associated scope of work, IDLO is searching for a candidate with the following skills and experience:  Excellent knowledge and understanding of Child Protection, Justice and Legal Issues in Somaliland. IDLO and its partners operate in complex environments and deliver a diverse portfolio of projects. To deliver long-term outcomes (scale up, replication, sustainability etc.) and help the program develop a reputation for excellence (responsive, pioneering, professional etc.), the successful candidate will need to demonstrate a deep conceptual understanding of Child protection, Justice and Legal Issues in Eastern regions of Somaliland.  Extensive experience in developing and operating Child protection, Justice and Legal Issues in Eastern regions of Somaliland. The Damal program is setting up a number of ADR centres and Capacity development for local IPs. The successful candidate is expected to develop training material, templates, tools, forms etc. The successful candidate will need to demonstrate a proven track record of delivery, which will allow them to build on this work and fully develop, implement and manage effective ADR-related capacity support.  Excellent knowledge and experience in training, one on one monitoring and coaching others in Child protection Justice and Legal Issues, systems and activities. The successful candidate will need to demonstrate their potential to provide targeted support to Damal local IPs and specific partner staff members to build in-house ADR capacity and improve the coherence of the ADR centre’s activities.

G. Ideal Candidate profile  Proven experience in drafting training materials, SOPs, concept notes, reports and manuals.  Proven experience in child protection and developing referral pathways in multiple contexts.  Five years of work experience in child protection, access to justice, legal field, and other related fields.  Advanced Master’s degree and equivalent education in Law, Social work, International Human Rights, or any other related field.

H. Language Skills  Fluent oral and writing in English and Somali.
