ROLE PURPOSE:

Following the start of the conflict in Ukraine, thousands of people fled and being displaced inside Ukraine and to neighbouring countries. SC is scaling up a programmatic response with local civil society partners and municipalities. The programme provides education, IYCF, child protection and psychosocial support to those in need and a cash and voucher assistance.

The overall aim of the Child Protection Advisor (Capacity Strengthening) will be to support the SC Partnership Team in working with the Child Protection Technical Advisor to identify new potential partners for SC programme implementation, and then assessing the capacity of partner organisations and Save the Children staff and volunteers, and leading in the design and delivery of appropriate training interventions.

Initial Key Deliverables:

Partners identification and assessment

  • Work with Child Protection TA, Partnership team and SC teams to identify potential civil society organization and opportunities to partner with local administrations for SC programme implementation
  • Meet the partners on the ground to understand their work and capacities
  • Support the partnership team in developing partnership mapping
  • Contribute to proposal development for partners implementation activities
  • Continuously expand Save the Children’s network of strategic partnerships with local authorities, child/youth/women/disability/minority-led organizations and active child protection actors Developing self and others; Networking.

Partners capacity assessment and strengthening

  • Work with SC partners to continuously identify capacity gaps and opportunities
  • Develop and regularly update capacity strengthening plans based on analysis of progress
  • Integrate cross-cutting themes and humanitarian principles such as gender equality, child safeguarding, and disability and minority inclusion into capacity strengthening plans
  • Design response-level capacity strengthening training resources (for both in-person and online) that can be adapted for specific partner needs
  • In coordination with country office CP team and drawing on regional / global resources, design and facilitate training with SC staff, partner staff, and volunteers (both in-person and online)
  • Ensure partnerships are based on mutual understanding of values, mission and goals that empower partners to take the lead in their own development
  • Establish partner network that promotes exchange of good practices
  • Work closely with the Humanitarian Leadership Academy to ensure appropriate resources are available in the online platform in Ukrainian language
  • Capacity strengthening initiatives may include the following topics: Psychological First Aid for children, prevention and response to child protection concerns, integration of child protection activities with other sectors (health, education, cash), supporting family-based care of children, safe identification and referral
  • Work closely with the Monitoring & Evaluation team to measure outputs and outcomes of capacity strengthening

QUALIFICATIONS AND EXPERIENCE

Essential

* At least 3 years management or advisor level Child Protection experience working in humanitarian contexts or fragile states, including first phase humanitarian response

* At least 2 years’ experience conducting assessments of partner’s technical capacity and developing capacity strengthening plans that include appropriate tools/ resources to meet the needs and measure progress

* Experience designing and facilitating trainings on child protection in humanitarian for local organizations staff and volunteers

* Excellent communication skills verbal and written, including fluent English language skills

* Ability to write clear, concise technical assessment and project reports

* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances

* Education to MSc/MA/MEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience

* Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-Agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Action

* Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable

* Language skills in Ukraine and/ or Russian

* Experience working for child protection in conflict settings

In the case of a Category 1 and Category 2 response, the candidate must reflect the experience and qualifications of a Grade 2. This must include the following proven behaviour/experience:

  • Demonstrate leadership and management skills in a complex international setting.

Previous experience as member of Senior Management Team.
