Child Protection Advisor

Your role

The Child Protection Advisor provides technical guidance and oversight to the implementation of the country program across War Child’s child protection portfolio in Afghanistan. S/he is responsible for supporting development and contextualisation of child protection procedures and tools to support quality and safe child protection programmes. The position holder is expected to work closely with child protection teams across Afghanistan to map capacity gaps and provide training, coaching and technical support, to ensure the delivery of safe and high-quality programmes. S/he will be expected to strengthen partnerships with local NGOs and civil society organisations, other CP actors and represent War Child in the relevant technical coordination groups. S/he will be based in Herat and support implementation of Child Protection in Emergency (CPiE) activities in Afghanistan.

Your responsibilities

Strategic Planning and Leadership

· Lead on the provision of technical input to the development of War Child country program strategies, sectoral strategies and other planning documents related to CPiE.

· Ensure child protection programme design benefits from integration with other sectors where possible, and vice versa.

· Lead on technical development of proposals for new programme and funding initiatives within emergency response by conducting situational analysis, concept note development with the emergency response team and wider Program.

Programme Quality and standards

· Conduct regular supportive field visits to project sites to monitor progress of quality project implementation, identify lessons learned to enable capacity strengthening

· Support the development, contextualisation and harmonization of CP technical tools and guidance on how to apply them. Develop and maintain a central database of those tools ensuring they’re regularly updated in coordination with MEAL team.

· Analyse and provide feedback on program implementation to ensure gender sensitivity and child participation.

· Lead in the assessment of CPiE risks and capacities and ensure that these are appropriately reflected in programmes and proposals.

· Identify and provide technical expertise, quality assurance and support for War Child’s CPiE programmes, ensuring quality implementation of CP projects, including a focused review of case management services

· Ensure harmonised and consistent approach to child protection response across War Child’s geographical areas.

· Ensure recognised international best practices and War Child’s policies are applied and informing programming in the work with children.

· Lead on integration of different strands of CP program with relevant field teams (i.e: integration of MHPSS, Alternative Care, Case Management, etc.) for a holistic CP response.

· Seek out opportunities for mainstreaming of CP into education and livelihoods programmes.

Capacity building of War Child and Partner staff:

· Proactively look for and facilitate capacity building opportunities for CP field teams across offices and implementing partners.

· Make efforts to map the capacity gaps across the CP staff, partners and source, develop and/or facilitate capacity building initiatives to meet these gaps.

· Ensure effective supervision is taking place for all field level staff and partners.

· Provide CP induction package to all newly CP staff and partners across field offices.

· Provide ongoing, hands-on practical coaching, mentoring and guidance to staff as needed

MEAL and reporting:

· Ensure a first layer of quality control of all relevant reports (donor reports, annual and quarterly reports).

· Ensure child protection achievements are reported through Report Hub on regular and timely basis

· Oversee knowledge sharing across teams (making sure teams across the field offices share unified resources) and ensure that monitoring and evaluation results are understood and used to improve programmes.

· Work closely with the MEAL team on the harmonisation, dissemination and adequate use of monitoring tools to assess quality of War Child and partners programmes.

Partnerships

· Provide support on technical assessment of strategic CP implementing partners.

· Develop and maintain strong coordinated working relationships with implementing partners.

· Commit to joint regular monitoring of implementation progress and achievement towards results and feeding into programmatic adaptations.

· Promote War Child policies and practice with respect to child protection, child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures with implementing partners.

External Relations, advocacy and representation

· Ensure War Child is actively participating and engaging in national coordination meetings, forums, Clusters and Taskforces for child protection programming and advocacy. This may include delegating the responsibility/role to key staff and/or representing in person. Take the lead on any co-chairing of taskforces committed to by War Child

· Risk assess, and follow War Child procedures and guidance on any engagement with government authorities regarding child protection activities

Safeguarding

· Contribute to creating a culture committed to the safeguarding of children and adults and compliant to War Child’s Child Safeguarding and Adults at Risk Policies.
