Organizational Context and Scope:
IOM, UN Migration Agency in Amman, Jordan is looking for a Chief, Resources Management Unit who will be responsible and accountable for directing, administering, controlling and managing the financial, budgetary, treasury, human resources, supply chain, ICT and other administrative activities of the Gaza Coordination Office and its Sub-Offices.
Core Functions / Responsibilities:
- Direct and oversee all treasury activities, forecast cash flow requirements according to Country Office (CO) activities and its Sub-Offices and ensure daily control of funds disbursed. Exercise signatory authority up to delegated limits, and review, authorize and approve all payments and receipts accordingly. Review and regularly submit completed mission accounts to HQ and authorize and approve bank reconciliations and cash counts.
- Oversee the preparation of the annual budget for the CO.
- Review and strengthen existing systems and procedures, establishing improvements in relation to internal monitoring, evaluation, and control systems, and establish, maintain, strengthen, and oversee the appropriate internal controls to safeguard the Organization’s assets, cash and prevent fraud. Report any cases of irregularities, abuse, or mismanagement to the Chief of Mission/Regional Director/Director of Department.
- Direct the preparation and maintenance of financial and budgetary records and reports aswell as ensure and monitor that expenditure remains within the approved budget levels.
- Coordinate and oversee the formulation, preparation, and evaluation of regular financial, programme and budget reports and proposals, with a special focus on compliance with budget. Ensure the submission of yearly budgets and budget revisions.
- Exercise full financial oversight and control. Monitor financial management and performance for all programmes, projects, and activities, including oversight of financial expenditure and accountability and undertaking financial analysis of projects. Establish consolidated detailed donor funding overview to the Emergency Coordination. Ensure that Means of Verification across all operations are collected and correspond to the audit and donor requirements.
- Ensure that adequate tools for monitoring of Implementing Partners are in place, as well as close coordination with programme/cluster is established.
- Oversee Human Resources activities and ensure that policies and practices are implemented. Interpret the organization’s policies with respect to the most difficult and complex cases and approve exceptions. Ensure that complex HR issues are coordinated with DHR. Ensure that recruitment, STAs, staff reclassifications are aligned with the IOM existing Human Resource (HR) policies and that competences of proposed staff meet position requirements. Propose retention, promotion, separation, and disciplinary actions in consultation with the Emergency Coordinator and Regional Resources Management Officer.
- Supervise and direct the Supply Chain services and operations. Provide authoritative advice with respect to procurement actions and develop and implement policies and procedures for the efficient conduct of procurement and contracting operations. Ensure that equipment, goods, and services are purchased under optimal circumstances consistent with acceptable standards. Ensure that transparency and diversity of bidding processes are in place, as well procurement planning is implemented. Oversee the management of the fleet of vehicles, and manage common services at the CO, including the maintenance of the premises. Manage and oversee all ICT services in the CO.
- Regularly provide the CoM with financial updates and strategic advice on the status of the IOM country programme resources and future outlook, reporting deadlines, budgetary allocations, and forward planning.
- As a member of the Senior Management Team, actively contribute to the development and implementation of short and long-term management objectives and goals. Provide authoritative advice, guidance and support to the CoM and Programme Managers regarding current and future levels of funding or activities, in answering queries regarding the correct allocation of programme funds, and in preparing donor proposals and budgets for new programmes/activities/operations. Ensure the provision of any requisite documentation, including for auditing purposes.
- Represent the Organization at high-level and inter-agency meetings, donor negotiations and briefing, including but not limited to the UN Operations Management Team (OMT) and ONE UN working groups.
- Travel on short notice within the countries of Gaza response.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with ten years of relevant professional experience; or,
- University degree in the above fields with twelve years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Experience
- Extensive experience in all areas of financial administration including financial management, accounting and budgeting;
- Extensive experience in human resources management;
- Extensive experience in supply chain management;
- Experience using an Enterprise Resource Planning system;
- Experience in large emergency operations an advantage;
- Experience in oversight of contracting of partners, vendors, and administration of financial grants;
- Experience in monitoring and evaluation and/or audit an advantage; and,
- Working experience in complex environment setting is required.
Skills
- Knowledge of Oracle highly desirable;
- Ability to work closely with government and international officials;
- Demonstrated ability to act independently and exercise sound judgment;
- Ability to work under pressure;
- Demonstrated ability to prepare clear and concise reports;
- Ability to use software to gather, collate, analyse, and present complex information; and,
- Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language(Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
