Job Purpose

The Chief of Party is a senior position and represents a critical role within the oPt humanitarian response. The Chief of Party provides strategic leadership and management accountability to the West Bank Protection Consortium (WBPC) and is responsible for representation of the Consortium to donors and stakeholders, fundraising, program development, grants management and external coordination, including representing the WBPC at in the Humanitarian Country Team (HCT) and Inter-Cluster Coordination Group (ICCG).

The Chief of Party coordinates the work of the WBPC Steering Committee (SC), comprised of Country Directors of the five member INGOs, implementing partner organisations and donors in order to achieve the consortium’s objectives. The Chief of Party manages the Consortium Secretariat team, comprised of six staff.

The Chief of Party provides high level representation for external stakeholders in the oPt, Brussels, New York and Member State capitals. Representation requires the delivery of briefings and facilitating field visits for members of donor states and the EU, including government ministers, diplomats and EU representatives.

What you will do:

Generic responsibilities

  • Coordinate with consortium partners to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.
  • Ensure effective coordination and communication among consortium partners, steering and technical committees, programmatic and finance/support teams, across partners, donors, and other stakeholders to promote the achievement of consortium objectives.
  • Act as a focal point for the consortium. Represent the consortium to external stakeholders – donors, government, coordination bodies, and local and international NGOs, including the Humanitarian Country Team (HCT) and Inter-Custer Coordination Group (ICCG).
  • Network with relevant actors to help achieve consortium objectives.
  • Develop and implement a multi-year strategy, including program and financial plans, in close consultation with the Steering Committee.
  • Responsible for overseeing all aspects of grant management including but not limited to submitting high-quality proposals to donors, financial and programmatic reporting, grant filing, partnership agreements, and sharing grant information (reports, proposals, agreements) with consortium partners.
  • Coordinate the monitoring and evaluation of partner activities as needed for reporting, learning and possibly advocacy purposes.
  • Coordinate Steering Committee meetings and implement the agreed course of actions.
  • Manage the Consortium Secretariat, including line management of team members.
  • Ensure compliance and adherence to NRC policies, guidance and procedures.

Specific responsibilities

  • Provide strategic leadership to consortium partners to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.
  • Ensure robust risk mapping, of Consortium activities and implement appropriate risk mitigation measures.
  • Work with stakeholders and the steering committee to mobilise and maintain financial and political support.
  • Provide timely and accurate reports to the UN, donors and diplomats on critical incidents affecting the Consortium’s partners, activities and targeted communities
  • Advance the Consortium’s advocacy strategy nationally and internationally, working closely with advocacy actors.
  • Coordinate donor, diplomatic and media visits to project sites
  • Research new funding prospects, engage potential new donors and motivate funding to expand the Consortium’s resource base and promote sustainability.
  • Work closely with consortium partners (and Steering Committee) to solve problems that arise during implementation.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Advanced university degree in relevant field
  • Minimum 6 years’ experience in senior program management and/or coordination for an international organisation, with responsibility for programming in a humanitarian, conflict or post-conflict context
  • Knowledge of the context in Palestine and the complexities of the operating environment
  • Experience working with ECHO and other European donors
  • Proven experience in project cycle and grant management, preferably with consortia
  • Experience with high-level external representation, advocacy and fundraising
  • Excellent communication, interpersonal, facilitation and diplomatic skills, including the professional credibility needed to coordinate, guide and influence partner organisations
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal, with strong writing and editing skills. Knowledge of Arabic and/or French is a plus.

Additional Information:

Duty Station: Jerusalem

Travel: West Bank field locations and international, as required

Duration of contract: 24 months (renewal based on performance and funds availability)

Grade 10 in NRC’s grading structure

Reporting line: WBPC Strategic Guidance Board
