Position Summary:

Creative Associates seeks a Chief of Party (COP) for a USAID-funded project, that seeks to strengthen local government to deliver improved services, better manage resources, and enhance accountability and transparency. The COP provides overall technical and administrative leadership and expertise for the project’s activity as well as serves as the primary liaison with USAID on management and technical matters.

Responsibilities

Reporting & Supervision:

The COP will report directly to the Project Director at Creative’s headquarters and will supervise the project team.

Primary Responsibilities:

  • Oversee the overall management and implementation of project;
  • Ensure the project meets stated goals, deliverables, and financial and reporting requirements;
  • Actively engage with and represent the project to key private and public sector, civil society, and other donor-funded implementing partners;
  • Actively identify issues and risks related to implementation in a timely manner, and suggest appropriate adjustments;
  • Produce and oversee production of research, training materials, and policy documents as required by the contract;
  • Directly manage the relationship with and project work of all local major sub-partners;
  • Facilitate and support partnerships, collaboration, and collective action between a diverse group of local stakeholders, including Palestinian CSOs;
  • Manage a diverse team to deliver impact within agreed timelines.

Qualifications

  • An advanced degree in relevant field such as social sciences, law, development studies, etc.; or bachelor’s degree with five additional years of relevant international development experience;
  • At least 10 years of general experience with at least 5 years in relevant management, supervisory, senior technical role leading USG and USAID programs/projects of similar scope and scale;
  • At least 5 years of experience in governance, civil society engagement, or community development in the region, preferably in West Bank and Gaza;
  • Experience enabling and supporting projects in politically sensitive environments;
  • Demonstrated experience managing diverse teams;
  • Experience with adaptive management approaches, collaborating, learning, and adapting (CLA) and overseeing M&E activities on donor-funded projects;
  • The candidate must be professionally proficient and fluent in written and spoken English; fluency in Arabic is preferred.

Employee must be authorized to work in West Bank and Israel.
