Background

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

Scope of Work

The COP will be the most senior point of contact for USAID/Vietnam and the implementing partners. The COP has SoCha’s full authority to manage the project to achieve its objectives, allocate resources to priority initiatives, oversee the technical implementation, ensure contractual compliance, and assure the quality of deliverables. Essential functions include:

  • Provide strategic direction and managerial oversight of the project.
  • Provide overall responsibility for all data collection, analysis, monitoring and evaluation, report generation, learning and dissemination activities, and related tasks.
  • Serve as the primary point of contact to USAID staff, implementing partners, host country officials, and other relevant stakeholders.
  • Ensure quality control and the overall responsiveness of all contract deliverables.
  • Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.
  • Responsible for management, oversight, and reporting of implementation, progress, and quality of performance in meeting the required tasks.
  • Ensure cost effective management, identifying issues and risks related to contract management in a timely manner.
  • Manage the activity’s financial resources in accordance with the project budget as well as USAID policies and regulations.

Minimum Qualifications and Experience

  • Master’s degree in international affairs, social science, or a related field with at least ten (10) years of progressively responsible experience in a relative subject matter, and at least three (3) years of experience managing teams OR a bachelor’s degree in international affairs, social science, or a related field with at least twelve (12) years progressively responsible experience in a relative subject matter, and at least five (5) years of experience managing teams.
  • At least three (3) years of experience working on monitoring, evaluation, and learning activities and/or collaborating, learning, and adapting projects.
  • Previous experience conducting quantitative and qualitative field research in monitoring and evaluation projects.
  • Previous experience implementing a USAID-funded program is desirable.
  • Previous experience managing subcontractors is desirable.
  • Previous experience working on programs implemented in Vietnam is highly desirable.
  • Excellent oral and written communication skills in English and, ideally, Vietnamese.
  • Excellent analytical, interpersonal, and team management skills.
