Position Summary:

Creative Associates International is accepting applications for Chief of Party for the anticipated USAID-funded Technical and Vocational Education and Training (TVET) project in the West Bank and Gaza. This activity will start new technical training programs or improve the quality and relevancy of technical programs, with a particular focus on increasing and improving youth access to TVET institutions. The Chief of Party provides overall technical and administrative leadership and expertise for the project and is responsible for achieving project goals and objectives in a timely and cost-effective manner

Responsibilities

Reporting & Supervision:

The Chief of Party reports to the Project Director based in Headquarters and supervises several project staff.

Expected Outcomes:

  • Manage program performance and lead program activities in coordination with stakeholders and beneficiaries.
  • Manage technical and administrative staff.
  • Provide leadership and strategic direction across technical and administrative areas.
  • Coordinate with USAID, other stakeholders and implementing partners.

Primary Responsibilities:

  • Provide overall strategic direction for the project across all functional areas such as technical approach, monitoring and evaluation, finance, and operations;
  • Oversee project management and implementation to ensure stated goals, objectives, and deliverables are met;
  • Ensure integration of project components through effective work planning and budgeting, project management, and monitoring and evaluation;
  • Ensure all activities conform to project requirements, including cost, schedule, and quality.
  • Coordinate project activities among various stakeholders relevant Ministries, TVET institutions, local associations, the business community, and other partners;
  • Serve as technical expert and provide oversight on workforce development training, including collaboration with business and industry in support of labor market needs;
  • Serve as principal liaison with USAID/West Bank/Gaza on management and technical matters;
  • Represent Creative Associates International, USAID and the project with key stakeholders and beneficiaries at public events;
  • Manage technical and administrative staff, as well as implementing partners in support of project outcomes; and
  • Maintain close coordination with the home office, providing regular updates on the project’s progress and direction.**Qualifications**

Required Skills & Qualifications:

  • Master’s degree in international development, education, business, economics, project management, or related field; and
  • At least 12 years of experience in relevant senior management roles working with workforce development, youth engagement, private sector engagement in developing countries;
  • Prior experience working on USAID-funded projects as a Chief of Party on a USAID funded project or other donor funded programs, and strong knowledge of USAID regulations;
  • Demonstrated ability to work in complex political environments;
  • Experience working closely with senior-level, host country government officials;
  • Demonstrated experience working on international demand-driven skills development and employment linkages programs, and in systems strengthening and partnership development;
  • Experience working in the West Bank/Gaza preferable;
  • Excellent communication skills;
  • Ability to work in a multicultural context and manage diverse teams;
  • Fluent written and spoken English required, proficiency in Arabic desired.
