Responsibilities

Creative Associates seeks a Chief of Party (COP) for a forthcoming USAID-funded project that seeks to support Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. The COP will provide overall technical and strategic leadership and expertise for the project’s activity as well as serves as the primary liaison with USAID and host government representatives. Reporting & Supervision:

The COP will report directly to the Project Director at Creative’s headquarters and will supervise the field project team.

Primary Responsibilities:

  • Provides strategic leadership and technical oversight of activities;

  • Lead the development of strategic framework quarter and annual work plans, milestone plans, and programmatic budgeting;

  • Manage progress toward meeting project objectives, developing solutions to keep activities on track and motivate staff and partners;

  • Ensure that program components are results-oriented, ensure deliverables are high quality deliverables, and reporting is relevant and timely reporting;

  • Facilitate and support partnerships, collaboration, and collective action between a diverse group of local stakeholders, including Tunisian CSOs, government, private sector, citizens, and media;

  • Produce and oversee production of training materials, learning products, and policy/program documents as required by the award and in support of civil society strengthening and community engagement;

  • Directly manage the relationship with and project work of all local major sub-partners as well as oversee the coordination of other local partners and sub-recipients/sub-grantees;

  • Manage a diverse team to deliver impact within agreed timelines.

Qualifications

Required Skills & Qualifications:

  • An advanced degree in relevant field such as public policy, social sciences, law, development studies, etc.; or bachelor’s degree with five additional years of relevant international development experience;

  • At least 10 years of general experience with at least 5 years in relevant management, supervisory, senior technical role leading USG and USAID programs/projects of similar scope and scale;

  • At least 5 years of experience in governance, civil society engagement, or community development in the region, preferably in Tunisia;

  • Experience enabling and supporting projects in politically sensitive environments;

  • Demonstrated experience managing diverse teams;

  • Experience with adaptive management approaches, collaborating, learning, and adapting (CLA) and overseeing M&E activities on donor-funded projects;

  • The candidate must be professionally proficient and fluent in written and spoken English; proficiency in Arabic and/or French is also required.
