Position Overview
PADF seeks a chief of party (COP) for an anticipated United States Agency for International Development (USAID)-funded 5-year program to enhance public sector transparency and accountability. The San Salvador-based COP will be responsible for technical and operational oversight of the program and assisting stakeholders, including select Government of El Salvador national and municipal agencies, and civil society, academic, and private sector partners. The COP will ensure program activities are implemented in line with the work plan and in accordance with PADF and donor requirements. The position will report to the PADF Mexico and Central America Regional Director and is contingent on funding. The anticipated start date is March 2023.
Essential Duties and Responsibilities
- Provide strategic and operational leadership to achieve program objectives, including representing the project and PADF to all stakeholders, in collaboration with the PADF Regional Office
- Prepare and implement management instruments, including the workplan, budget, and reporting
- Monitor goal, objectives, partner, consultant, and financial activities to ensure successful program outputs and outcomes
- Supervise the development and submission of program deliverables and provide accurate and timely reporting to USAID on all program areas and to key stakeholders
- Provide onsite support and supervision of program teams and partners on a regular basis to ensure quality implementation of activities and timely identification of challenges and adaptations to ensure success
- Identify opportunities, establish and strengthen partnerships with relevant ongoing projects, counterparts in the public, civil society, and private sectors to ensure local ownership and sustainability of activities

Required Qualifications
- Bachelor’s degree or equivalent in relevant field is required—master’s degree preferred
- Ten (10) years of professional experience, including six (6) years of relevant experience in a leadership position on transparency, public administration, democratic governance or similar programs
- Demonstrated experience of USAID programming, including knowledge of USAID rules and regulations, compliance, reporting requirements, and grant management
- Deep understanding of transparency initiatives across the Americas
- Demonstrated ability to establish, coordinate, and sustain interpersonal and professional relationships with project staff, donor representatives, as well as civil society, public, and private sector actors
- Successful experience overseeing program planning; managing local staff, consultants, and partners; implementation; financial management; human resources management; monitoring; and reporting
- Professional fluency in written and spoken English and Spanish is required
