Summary of Position:

IREX seeks a qualified Chief of Party (COP) candidate for the upcoming USAID Transform Digital Spaces to Reflect Feminist Democratic Principles (Transform) Activity. This activity, which will be part of an Associate Award (AA) under the USAID Democracy, Human Rights, and Governance (DRG)’s Civil Society and Media-Strengthened Together and Advancing in New Directions (CSM-STAND) Africa and MENA (Middle East Nort Africa) LWA, is designed to implement a global approach to addressing technology facilitate gender-based violence (TFGBV).

Transform will pilot practical approaches to preventing, mitigating, and responding to TFGBV in a set of countries with diverse development contexts, including internet penetration, language, religion, regional and language diversity, and will then analyze, synthesize, and share learning from the pilot activities with a broader community of practice working to address TFGBV. The pilot initiatives will aim to increase resourcing and capacity for programs and organizations implementing digital democracy and/or TFGBV activities and will serve two mutually reinforcing goals: (1) mitigation, prevention, and response to TFGBV, including towards women in politics and public life, at the country level, and (2) gaining practical, comparative knowledge into what types of programming are effective to inform global efforts to combat this problem.

The COP will provide overall leadership and management oversight for the activity and will serve as the principal contact point for USAID. They will oversee all aspects of program performance, both technical and managerial, ensuring that CSM-STAND and IREX procedures are adhered to for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting.

This position is contingent on funding.

Summary of Responsibilities:

· Provide strategic and technical leadership to the activity and the team, following relevant USAID and IREX guiding practices (e.g., Do No More Harm, Inclusive Development, Local Solutions, ,), as well as other innovative and adaptive program implementation approaches (e.g., Systems Thinking, Collaborative Learning and Adaptation) that engage a wide range of stakeholders while effectively meeting donor deliverables

· Ensure program is intersectional, human-rights based, inclusive, survivor-centered, conflict sensitive, and follows a systems approach.

· Provide program management and leadership for the implementation of all objectives, tasks and related activities, ensuring adherence to agreed schedule, scope, quality parameters and within budget

· Develop and maintain effective and purpose-driven relationships with activity partners, for the successful implementation of the activity, while developing and maintaining excellent relationships with USAID

· Apply IREX’s commitment to diversity, equity, and inclusion (DEI) in all aspects of programmatic, administrative, financial and personnel management as well as building and nurturing relationships with partners built on mutuality

· Liaise with relevant external stakeholders from private sector, government, academia, beneficiaries, advisory groups, regulatory bodies, policymakers etc. in partner countries

· Develop workplans through participatory and collaborative processes; oversee workplan implementation, responsively adapting to changes and lessons learned throughout implementation

· Identify issues and risks to activity implementation in a timely manner and suggest appropriate adjustments

· Supervise, manage, and mentor diverse staff in IREX’s home and country offices

· Oversee activity budgeting, financial management, and compliance

· Oversee monitoring, evaluation, and reporting of activities; promote a culture of learning and adaptation across the activity and its partners

· Oversee communications strategy and represent the activity publicly – that includes IREX and implementing partners, as well as USAID and beneficiaries

Required Skills and Qualifications:

· Bachelor’s degree in International Development, Gender Studies or a related field. Master’s degree preferred

· Minimum 10 years of experience managing and implementing donor-funded international technical assistance projects, with a preference for experience managing global awards such as LWAs, IDIQ, or other buy-in mechanisms

· Proven background and knowledge of evidence-based approaches to address gender-based violence (GBV), technology facilitated GBV (TFGBV) and/or violence against women in politics and public life (VAWPP) landscapes worldwide

· Knowledge of gender equality and social inclusion (GESI) best practices; demonstrated experience implementing programs utilizing GESI approaches

· Knowledge of digital development best practices; experience with USAID’s Digital Strategy and related equity-focused digital development initiatives preferred

· Demonstrated experience with piloting new approaches and initiatives and incorporating lessons learned into ongoing projects.

· Demonstrated ability to develop and foster relationships and engage actors across sectors including civic technology, GBV groups, human rights organizations, democracy and governance organizations, and other organizations led by marginalized populations

· Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives

· Proven leadership qualities and excellent management skills, strong interpersonal and organizational skills

· Excellent written and spoken English is required
