Overview

Position Summary:

Creative seeks a Chief of Party (COP) for the anticipated USAID/Ukraine Partner Security Liaison Office opportunity. The activity will provide security assistance to USAID/Ukraine Mission, advising on the implementation of USAID-funded projects in Ukraine, including (1) facilitating communication between USAID and Implementing Partners (IPs) to ensure the effective delivery of USG funded assistance and (2) enhancing IPs ability to recognize security concerns and implement secure operations so that development objectives can be advanced.

The Chief of Party will be responsible for the overall planning, implementation, and management of the project, as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner. The COP will serve as the main liaison between the Government of Ukraine and USAID.

Reporting and Supervision:

The COP will report directly to the Project Director at headquarters and will supervise various project staff.

Responsibilities

  • Provide strategic leadership and coordination of overall program activities and monitoring of critical information related to safe and secure operational activities.
  • Lead project implementation and management of the performance of the project.
  • Provide strategic leadership and response to IP safety and security.
  • Serve as primary liaison to strategic leaders to collaborate and coordinate on technical and strategic issues to maximize project results and liaise with other donors-funded projects and stakeholders.
  • Provide overall technical and administrative leadership to the project and serve as the institutional liaison for the IP community and USAID Mission on all security related matters.
  • Oversee all activities and provide technical guidance informed by intel gathering, analysis, and reporting on political, security sector, social and humanitarian, and infrastructural happenings.
  • Provide subject matter expertise on political and security issues within Ukraine to the USAID Mission and IPs.
  • Monitor the goals and objectives of the project to assure progress towards successful implementation.
  • Coordinate with numerous government institutions and senior-level national and county-level government officials.

Qualifications

  • A minimum of 10 years of experience working on international development programs.
  • At least 5years of experience in relevant management, supervisory, technical experience, working with programs that are of a similar size and scope to this activity, preferably with a focus on Ukraine and/or Eastern Europe.
  • Demonstrated management experience on US government contracts, including U.S. government (USG) policy, procedures, and reporting requirements.
  • Demonstrated past representational experience with host governments and other donors and demonstrated success with inter-agency coordination and joint programming.
  • Demonstrated experience and knowledge in establishing systems and overseeing project startup and quality assurance.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.
  • Strong leadership, program, organizational management, and communication skills
  • Advanced degree (Masters or Doctorate or experience equivalent) with a preference for a degree in international development or a related field.
  • Fluency in English is required.
