Job Title: Chief of Party

Department/Location: Maputo, Mozambique

Reports To: Home Office Project Manager

Type: Regular, Full-Time

Classification: This is a managerial, exempt-level position.

Overview:

We are looking for a Chief of Party to lead an upcoming USAID/Mozambique Monitoring Evaluation and Learning Activity. S/he will work closely with USAID/Mozambique’s leadership team, the Program Office, technical office directors and team leads, and other Chiefs of Party managing USAID projects/activities. The anticipated period of performance of this activity is 5 years.

Responsibilities:

Essential Duties/Tasks and Responsibilities:

  • Provide overall management, guidance, and direction to the project team.
  • Serve as the main point of contact between USAID and IBTCI.
  • Ensure effective and efficient performance for all aspects of the contract.
  • Oversee all quality control and reporting.
  • Ensure that completion of all deliverables required under the contract are submitted in a timely manner.
  • Ensure compliance with all contractual requirements.
  • Provide technical guidance, administrative coordination, operations oversight for the project.
  • Build and maintain strong relationships with the client, implementing partners and other relevant stakeholders.
  • Other duties as assigned.
    Qualifications

Minimum Requirements:

  • A minimum of 10 years of progressive experience managing high-performing, interdisciplinary teams in international development settings;
  • At least three years of previous experience as a COP on a USAID funded activity;
  • Demonstrated knowledge of and experience with USAID’s Program Cycle;
  • A minimum of a master’s degree in development, evaluation, economics, knowledge management, or related social science field;
  • Fluency in English, written and spoken;
  • Basic level Portuguese is not required, but preferred;
  • Strict attention to detail;
  • Strong interpersonal and time management skills;
  • Prior experience supervising long-term field staff and short-term U.S., third country, and local experts in the area of monitoring and evaluation.

Education:

A minimum of a master’s degree in a field relevant to international development or MEL, such as applied international development, economics, statistics, public health, etc.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills;
  • Proven experience overseeing the provision of MEL products and services to international clients;
  • Demonstrated ability to establish relationships of trust with clients, including those at the level of a USAID Mission Director and leadership positions within host country government institutions;
  • Knowledge and experience with USAID CLA framework is a plus.
  • Experience conducting evaluations and assessments of development programs and applying MEL concepts related to development programs;
  • Experience working with third party monitoring platforms and/or support mechanisms.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Position is permanently located in Maputo, Mozambique, and relocation will be required for staff person not living at this location within the first 6 weeks of contract signing. In-country travel is essential, and may include travel to fragile and conflict-affected areas. An average of 25% to 35% travel for project implementation and/or project management (percentages may vary depending on project activities). COVID-19 restrictions may limit the travel or allow to work from home country until the restrictions are lifted by the client.
