Project Description
Creative is seeking a Chief of Party (COP) for the anticipated USAID-funded Market Systems Transformed (MST) Activity. The MST Activity will focus on strengthening businesses and the business enabling environment in targeted sectors, while working on the removal of policy and economic barriers to new and existing businesses owned by the women, youth, and people with disabilities participating in these sectors. The activity will focus on four sectors: (1) Information and Communication Technology (ICT), (2) Textiles, (3) Tourism, and (4) Green economy sub-sectors.

The Chief of Party (COP) provides overall technical and programmatic management for the project and serves as the primary liaison with USAID/Uzbekistan on management and technical matters.

Responsibilities:

  • Provide technical direction, leadership, and oversight of all programmatic and administrative matters.
  • Serve as Creative’s principal liaison with USAID, partners, host-country government counterparts, representatives from the international community, and local community stakeholders on program communications and technical implementation of activities.
  • Establish and maintain working relationships with Uzbekistan CSOs on program communications and technical implementation activities.
  • Serve as the lead in developing and designing relevant activities and work plans.
  • Oversee implementation of project monitoring and evaluation activities, ensuring that project results are met, and activities are adapted where necessary to achieve expected outcomes.
  • Ensures technical, financial, and administrative activities are carried out according to Creative’s policies and procedures and consistent with donor regulations.
  • Develops and implements the program annual work plans for project activities.
  • Supervises the development and submission of project deliverables and provides timely and accurate reporting and briefings to USAID and relevant stakeholders on all program areas.
  • Other duties as assigned.

Qualifications: – Bachelor’s degree or equivalent years of experience in international development, economics, or relevant field. Advanced degree highly desirable.

  • Minimum 12 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope to this activity.
  • Minimum 10 years of experience in the economic growth sector in Central Asia, preferably in Uzbekistan, with experience in project design, public private policy dialogue, strategic planning and implementation, workforce development, education reform and national-level quality improvement.
  • Understanding of market systems facilitation approaches and knowledge of best practices and existing tools and frameworks for market system analysis.
  • Demonstrated ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines.
  • Strong management and leadership skills, including the ability to mentor staff.
  • Demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming.
  • Demonstrated experience working with private sector and industry associations and chambers to promote business friendly economic reforms.
  • Flexibility to manage potential changes in program objectives and shifting political contingencies.
  • Advanced professional fluency in English required. Professional proficiency in Uzbek and/or Russian highly desirable.
