Proposal Summary

LINC is preparing for the upcoming five-year USAID-funded Local Capacity Development (LCD) activity in Vietnam. LCD will support the capacity of and engagement between sub-national government, local organizations, and other local stakeholders, leading to more transparent policymaking, effective implementation processes, and better delivery of services to Vietnamese citizens.

Position Summary

LINC is seeking a Chief of Party (COP) to provide overall leadership to LCD, including overseeing technical, management, and operations and serving as the primary liaison with USAID. This proposal position will become a full-time position contingent upon donor award.

Responsibilities:

  • Oversee overall Activity management and administration; lead the activity’s overall technical and financial performance, including planning, budgeting, monitoring and evaluation, and adaptive management.
  • Ensure high quality, timeliness, and compliance of all Activity deliverables and reporting with LINC and USAID requirements.
  • Represent the Activity and build collaborative relationships with USAID/Vietnam and key stakeholders.
  • Lead team building and professional development of Activity staff.
  • Manage the performance of subcontractors and external consultants.

Minimum Qualifications include:

  • At least 10 years of progressively responsible professional experience in capacity development, local governance, CSO strengthening, and/or other related fields, preferably in Vietnam and/or Southeast Asia.
  • A master’s degree or equivalent in a relevant field such as international relations, political science, or public or a bachelor’s degree with at least 12 years of professional experience and seven years of supervisory experience.
  • Demonstrated experience working collaboratively and building partnerships with diverse stakeholders, including civil society, government, and private sector organizations.
  • Knowledge and understanding of government capacity-building needs in Vietnam are strongly preferred.
  • Strong communication skills, including interpersonal and written and oral English skills, are required.
  • Demonstrated leadership, flexibility, and integrity.
