Position Location: Amman, Jordan

Position Summary:

The Chief of Party (COP) will be responsible for the leadership and in-country management of the EDY: Youth Grow Activity. The COP is responsible for the technical vision and program strategy. S/he will ensure compliance with all terms of the project cooperative agreement and all relevant donor rules and regulations. S/he will bring technical expertise in youth programming and implementation, specifically in the areas of youth employment and livelihoods, youth leadership and engagement, Positive Youth Development, and institutional capacity building.

The EDY: Youth Grow Activity will work to 1) Increase youth access to high-quality career planning information and livelihood opportunities, 2) Strengthen youth leadership through targeted support of local youth-led and youth-serving organizations in order to promote youth participation as decision makers and key contributors to individual, household, community, and national well-being and 3) Strengthen Government of Jordan (GOJ) systems, in partnership with youth, to provide more coordinated and effective services, practices, and policies that embody the principles of Positive Youth Development?

Responsibilities

Reporting & Supervision:

Reporting directly to the HQ Project Director the COP will oversee the overall management and technical strategy for the program.

Primary Responsibilities:

  • Provide technical and operational oversight to ensure responsiveness to activity objectives and assurance that activities are carried out in a timely, effective, efficient way, with appropriate systems for quality control and financial accountability.?

  • Provide strategic leadership to collaborate and coordinate with other donor- funded activities in Jordan including Government of Jordan and USAID/Jordan

  • Coordinate with numerous government institutions and senior-level national and county-level government officials

  • Supervises development and submission of project deliverables and provides timely and accurate reporting and briefings to USG/Stakeholders on all program areas;

  • Oversees implementation of project monitoring and evaluation activities, and ensures that project results and targets are met;

  • Provide mentorship and oversight to technical leads, ensuring youth activities, strategies, and adopted approaches adequately respond to youth needs and foster youth participation.

  • Actively engage key national and local government institutions, civil society, private sector, and other USAID implementing partners to provide enhanced coordinated efforts in youth services, policies, and other practices.

  • Effectively create opportunities for collaborating, engaging, and strengthening youth-led and youth-serving organizations.

  • Pursue innovative and relevant livelihood ventures that are market responsive and aligned with youth interest.

  • Ensure inclusion and do-no-harm principles are incorporated and applies adaptive management practices to ensure responsiveness to the Jordanian context. ?

  • Lead the program’s strategic planning and delivery, including ensuring progress against approved annual work plans and performance reporting.

  • Maintain oversight over all project activities and ensure compliance with contractual deadlines and indicator goals.

  • Conduct research on innovative program approaches that could benefit program implementation.

  • Liaise with USAID AOR/COR and relevant HQ staff.

Qualifications

Required Skills & Qualifications:

  • Masters’ degree in business, economics, education development or other relevant field (or, alternately, a Bachelor’s degree in a relevant field and 5 additional years of relevant experience);

  • At least 5-8 years of relevant work experience implementing and leading technical and program activities for donor funded youth programs;

  • At least 10 years of experience in the education sector in the Middle East is required, with experience in project design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement

  • Demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming

  • Prior relevant experience with USAID or any other donors-funded projects is required.

  • Minimum 5 years’ experience in a similar development context as Jordan preferred.

  • Demonstrated experience and knowledge of capacity development and professional development

  • Strong management and leadership skills, including the ability to mentor staff; Experience managing projects and/or an office with culturally diverse teams and working with counterparts from other cultures;

  • Be fully aware of the grant and procurement compliance regulations of the donor;

  • Proactive and self-directed leader with strong interpersonal skills;

  • Experience in regional or remote management preferred; and

  • Excellent oral and written Arabic and English required.

Preferred Skills & Qualifications:

  • Project Management Standard (PMP, PM4R, Agile, or other) experience or certification will be viewed as an asset.
