Proposal Summary:

The purpose of this anticipated program is to build the capacity of Haitian citizens and institutions to reduce gang violence through a three-pronged approach that connects the police, communities, and social services in targeted neighborhoods. The goal is to see measurable improvement in the safety and security of Haitians in the targeted communities.

Position Summary:

The Chief of Party (COP) will be responsible for providing strategic guidance, technical leadership and ensuring overall oversight and implementation of the anticipated program. The COP will be responsible for all program tasks/ activities and will represent the program amongst MSI home office, USAID and counterparts.

Responsibilities:

  • Responsible for the overall technical, administration, and management of the activity, and for ensuring linkages and connectivity between all three components. Carry out the role of chief operating officer due to the nature of this activity and the needed USAID-Contractor operational partnership.
  • Oversee program implementation, collaborate with USAID, national and regional government actors, and stakeholders, including program partners, public and private sector organizations, service providers, and beneficiaries to address program objectives.
  • Support and supervise staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of this program.
  • Coordinate with MSI Home Office and USAID counterparts to ensure program compliance with MSI and USAID regulations and requirements.
  • Foster and maintain excellent and effective relationships with USAID and other donors and government officials.
  • Produce effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables.

Required Qualifications:

  • A Master’s degree or higher in international development, peacebuilding, conflict mitigation or management, public administration, or a closely related field. Twenty years of experience in lieu of a Master’s Degree.
  • Must have strong leadership, program and organizational management and communication skills, as well as sound analytical abilities.
  • Must have a minimum of ten years of experience with complex, fast paced, and politically sensitive field operations in developing countries, preferably in a fragile or transitional state environment or security-challenged environments.
  • Must have relevant work experience as a COP, or senior field management experience such as Project Director, Regional Director or Country Director roles that required working closely with a donor, contractor or international NGO managing an office or program, at rule of law, or stabilization programs is highly desirable; five years of experience in conflict mitigation, governance, security sector reform, citizen security, or police work is required.
  • Experience working on rapid transition programs in insecure environments highly desired.
  • Proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short term international and local experts is required.
  • Fluency in French and or Haitian Creole preferred.
  • Experience working in Haiti or in a country with a similar level of socio-economic development is desirable.
