Chief of Party

Position Location: Washington, DC.

Position Summary:

Creative Associates International is accepting applications for Chief of Party for the anticipated USAID-funded Green Recovery Investment Platform” (GRIP). Creative is searching for a Chief of Party to set the vision and strategy for the project in partnership with USAID and build consensus around that vision and strategy internally and externally. Candidate should have a background in international trade and investment for climate mitigation and adaptation, clean energy transitions, and/or nature-based solutions. Experience working with private sector organizations in the United States, Africa, Asia, and Latin America. The candidate should have substantial senior-level experience in government or industry overseeing efforts to promote trade and investment for climate change mitigation and adaptation and other key environmental objectives. Position will be based the Washington DC Area. The Chief of Party provides overall technical and administrative leadership and expertise for the project and is responsible for achieving project goals and objectives in a timely and cost-effective manner.

Responsibilities

Reporting & Supervision:

The Chief of Party reports to the Project Director?based in the Headquarters and supervises several project staff.

Expected Outcomes:

  • Manage program performance and lead program activities in coordination with stakeholders and beneficiaries.
  • Manage technical and administrative staff.
  • Provide leadership and strategic direction across technical and administrative areas.
  • Coordinate with USAID, other stakeholders and implementing partners.

Primary Responsibilities:

  • Leads the program team in setting and achieving goals and objectives together with USAID and other key stakeholders.

  • Collaborates with USAID bureaus and missions, and other USG agencies to promote project activities, successes, collaboration, and learning.

  • Engages with private sector leadership in key geographies to promote participation and collaboration in project activities.

  • Manages the project team to ensure that it is effectively staffed and performing at the highest levels.

  • Ensures inclusive project activities, including the active participation and women on the staff and among project beneficiaries and partners.

  • Develops and manages a growing network of program partners and stakeholders consistent with USAID’s New Partner Initiative and Localization programs.

  • Coordinates with other donors supporting parallel programs in key geographies.

  • Supervises all operations and administrative staff.

  • Builds capacity of project staff and partners in key systems and processes required to adhere to USAID regulations and requirements.

  • Oversees the day to day operations and administration of Global program office and all field operations personnel. Functional areas of responsibility will include grants, finance, administration, human resources, subcontracts and procurement, and regulatory compliance

  • Troubleshoots operational issues as they surface and puts in place systemic solutions to improve operations and efficiency of administration.

  • Ensures compliance with all corporate and project policies and manuals.

  • Ensures transparency in contractual reporting, financial reporting, procurements, hiring, and all other aspects of the project.

Qualifications

Required Skills & Qualifications:

  • Master’s Degree in a relevant discipline (MBA, MPP, MA or MS Environmental Science/Policy, Investment, International Development, or other relevant field)

  • 20 or more years’ experience, including at least ten years of senior management experience involving large budgets and with large teams of professionals across multiple countries and working in a developing country context.

  • Experience designing and implementing strategies for investment mobilization, and/or export promotion in various sectors.

  • Experience in identifying and brokering public and private partnerships and building pipelines of investment opportunities.?

  • Experience in climate change mitigation and adaptation, clean energy transition, and/or nature-based solutions in the context of developing countries.

  • Proven track record liaising with government, USAID, and other key project stakeholders.

  • Excellent interpersonal, leadership, and organizational management skills.

  • Excellent verbal and written communication skills.

  • Fluency in English required.
