Chief of Party, USAID Feed the Future Honduras Food Security and Agriculture Resilient Market Systems (FARMS) Activity, Honduras

ACDI/VOCA is seeking a Chief of Party for the USAID Feed the Future Honduras Food Security and Agriculture Resilient Market Systems (FARMS) Activity. FARMS is focused on strengthening agricultural market systems to become more competitive, inclusive, and resilient to sustainably reduce poverty in Honduras.

The Chief of Party will provide overall strategic leadership and programmatic direction for FARMS to achieve its goals. They will provide oversight to programmatic and operations activities including procurement, personnel, and financial activities directly linked to this award. The position is based in Tegucigalpa, Honduras.

Responsibilities

  • Lead a team of technical experts and advisors to work with local market actors in the Zone of Influence (ZOI) to implement three program objectives designed to make market systems more competitive, inclusive, and resilient
  • Develop annual and programmatic work plans, quality quarterly and annual reports, communications materials, and other written deliverables
  • Analyze budgets, review and approve financial reports, and ensure transparency of bidding processes and participant selection
  • Undertake area assessments to identify needs and future direction
  • Oversee activities that relate to program evaluations
  • Develop strategies to respond to changes affecting the program’s successful completion
  • Ensure a work environment that is non-discriminatory and promotes open dialogue on gender-related issues
  • Comply with all applicable USAID, ACDI/VOCA, and government rules, procedures, and schedules
  • Foster strong relationships with the USAID/Honduras mission, operating units, partner implementing organizations, host government institutions, and nongovernmental organizations
  • Collaborate with other USAID/Honduras portfolio programs, relevant government agencies, international donors, financial institutions, business development service providers, and private sector actors to set a foundation for competitive, inclusive, and resilient growth in Honduras
  • Ensure that expected results are achieved on time, within budget, and in compliance with USAID’s policies and regulations

Qualifications

  • A master’s degree in agriculture, business, economics, rural development, finance, or relevant field is required.
  • Minimum 10 years of professional experience in agricultural value chain or agribusiness development programs. Work experience in Honduras is strongly preferred.
  • At least 5 years of experience as Chief of Party, Senior Program Manager, or equivalent managing complex agribusiness or agricultural development programs with a value chain focus.
  • Knowledge of and experience with USAID and/or other international donor programs’ rules and regulations is required. Experience with USAID programming is preferred.
  • Strong communication and interpersonal skills with an ability to productively interact with a wide range of stakeholders.
  • Oral, written, and presentations skills in Spanish (equivalent to R4/S4) and English are required.
