Chief of Party – USAID Ethiopia Learning in Emergencies Activity

Overview

Creative Associates is seeking a Chief of Party (COP) to lead the anticipated USAID-funded Ethiopia Learning in Emergencies project. This activity aims to improve holistic foundational skills learning for children aged 7-14+ affected by crisis in the country through methods including strengthening subnational capabilities to plan and implement education in emergencies service delivery, improving quality components (teachers, learning materials, school leadership) to improve learning, increasing community and parental engagement in education recovery, and integrating mental health and psychosocial support in education service delivery in conflict affected areas.

Responsibilities

  • Provide overall management and leadership of technical, administrative, operational and logistical direction of the project;
  • Serve as the lead in developing and designing relevant activities and work plans;
  • Oversee implementation of project monitoring and evaluation activities, ensuring that project results are met, and activities are adapted where necessary to achieve expected outcomes;
  • Ensures technical, financial, and administrative activities are carried out according to Creative’s policies and procedures and consistent with donor regulations;
  • Develops and implements the program annual work plans for project activities;
  • Supervises the development and submission of project deliverables and provides timely and accurate reporting and briefings to USAID and relevant stakeholders on all program areas;
  • Oversees implementation of Creative’s security protocols and provides leadership in handling security-related issues; and
  • Manages project team in a manner that is open and respectful and encourages collaboration within the team, professional development, and solicits constructive staff input.

Qualifications

  • At least a Master’s degree in relevant field such as business, finance, economics, public administration, law, or other relevant or equivalent field is preferred; minimum of twelve (12) years of experience with a Bachelor’s degree;
  • A minimum of ten (10) years of experience with seven (7) years as COP or team leader in countries similar to the current environment in Ethiopia, incorporating elements of education and foundational learning with a focus on learning in emergencies;
  • Demonstrated experience in conflict-affected areas with conflict-affected populations, with experience implementing strong duty of care and do-no-harm principles as part of programming preferred;
  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs;
  • Experience with activity design, development, and implementation;
  • Strong management and leadership skills, including the ability to mentor staff;
  • Past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming;
  • Experience in Sub-Saharan Africa; experience in Ethiopia preferred;
  • Professionally proficient and fluent in written and spoken English; Amharic and other Ethiopian languages preferred;
