Proposal Objective:

USAID’s Bureau for Humanitarian Assistance (BHA) is expected to issue a solicitation to provide third-party monitoring and evaluation services for USAID/BHA funded humanitarian activities, located primarily in South Kordofan and Blue Nile states.

Position Description:

SI seeks an experienced Chief of Party (CoP) with strong management expertise and demonstrated success leading similar projects in complicated, non-permissive environments. The COP will oversee all contractual and operational aspects of the SMP contract and ensure the quality of all deliverables. The COP will supervise all staff and subcontractors. This will be a full-time position based in the region.

Responsibilities:

  • Serve as SI’s representative and point of contact for the contract.
  • Manage and oversee the project’s operations, human resources, administration, and financial and contractual accountability throughout the implementation.
  • Provide oversight and supervision of the project office, long- and short-term personnel, and all staff.
  • Coordinate and ultimately be responsible for all project tasks, ensuring quality assurance and responsiveness. Make necessary adjustments to meet the requirements of BHA.
  • Oversee the design and implementation of evaluations, capacity building approaches, learning events, knowledge management efforts and other technical tasks conducted under this contract.
  • Establish and maintain relationships with key stakeholders, including BHA implementing partners.

Required Qualifications:

  • Master’s degree in international relations, social science, or another relevant field.
  • Minimum of 10 years of experience in managerial oversight and direction on international development projects in inaccessible areas.
  • Technical knowledge and understanding of TPM, design, establishment, and implementation of a TPM approach and reporting platform to regularly collect and verify primary data on USAID/BHA programs.
  • Demonstrated experience managing multi-year, multi-faceted projects in difficult to non-permissive environments.
  • Proven leadership of an intercultural team in a development context. Ability to supervise a team to complete tasks on time and on budget.
  • Prior experience identifying and/or training local organizations or teams and support them with advice and training to conduct surveys.
  • Strong understanding of and experience with USAID policies and procedures regarding human resource management, financial management, financial reporting, procurement processes, etc.
  • Knowledge and understanding of USAID.
  • Demonstrated experience developing long-standing and trusted relationships with clients and stakeholders.
  • Ability and willingness to be based in the region.
  • Fluency in written and spoken English.

Preferred:

  • Prior experience as COP on USAID-funded contracts and contracting agreements, and prior experience managing large and similarly complex USAID TPM support contracts.
  • Experience working in Sudan or with Sudan’s development challenges.
  • Proficiency in written and spoken Arabic.
  • Understanding of USAID’s Collaborating, Learning, and Adapting framework, or experience with facilitating workshops, creating learning agendas, implementing adaptive management, and similar activities.
