Chemonics seeks a Chief of Party for the anticipated USAID Uzbekistan All Children Succeeding Activity.These positions will be based in Tashkent, Uzbekistan. The Uzbekistan ACS Activity seeks to improve the learning outcomes of Uzbekistani primary school students by strengthening the capacity of education sector systems to provide quality learning environments with the instruction, materials and support that children need while they are in school, at home, or in the community. Equity and inclusion will serve as core principles of this activity; therefore, interventions will work to address the learning needs of children with disabilities and integrate Universal Design for Learning principles to ensure that approaches reach and support all children. This activity is currently on the USAID business forecast with an anticipated solicitation release date of January 25, 2023.

The COP will be responsible for leading all aspects of program performance and management, providing overall strategic and technical direction and oversight of program activities, serving as primary contact for USAID/Uzbekistan, overseeing day-to-day management and serving as key liaison between project counterparts and partners, and representing the project to external audiences.

Qualifications:

  • Master’s degree in education, international development, or a relevant field of study required.
  • Minimum 10 years of progressively responsible work experience in managing large-scale international development education programs
  • Demonstrated thorough understanding of the issues surrounding education and ability to effectively manage a diverse team of employees
  • Demonstrated experience implementing and managing education projects, specifically projects related to basic education, early grade reading, or strengthening education systems
  • Demonstrated supervisory work experience including supervision of technical teams and subcontractor partners to effectively respond to complex assignments
  • Experience in monitoring and evaluating education projects, experience in implementing Early Grade Reading Assessments (EGRA) or similar reading assessments preferred
  • Experience with reading instruction, teacher education, curriculum development, or material design preferred
  • Experience implementing interventions that promote equity and inclusion preferred
  • Experience as a chief of party for a previous USAID project preferred
  • Prior work experience in the Europe and Eurasia region and experience in Central Asia preferred
  • Fluency in English with excellent oral and written communication skills required. Proficiency in Russian or Uzbek preferred, but not required
  • Demonstrated leadership, versatility, and integrity
