JOB CONTEXT:

The Inclusion-IIb project aims to expand the physical and functional rehabilitation for persons with severe disabilities in the target provinces by developing rehabilitation plan and its realization; strengthen Multi-Disciplinary Team (MDT) rehabilitation services; build capacity of rehabilitation service providers; provision of assistive technologies, etc.

To carry out the physical and functional rehabilitation of persons, HI is looking for a Chief of Party in Vitenam for 48 months.

YOUR MISSION:

Under the responsibility of the Vietnam Country Manager, the Chief of the Party (COP) contributes to the implementation of the mandate and the operational strategy of Humanity & Inclusion in Vietnam. S/he is responsible for implementing his/her project. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the CoP shares responsibility for the sound management and effective functioning of the global organization. The COP will manage Deputy COP and Technical Officer Inclusion and collaborate with support service team.

Your main objective will be:

Management

  • Manage a team of 10 persons
  • Understand the strategy, make it explicit, translate it into operational objectives for the,
  • Organize the operational management of the team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • Manage partners, joint planning, quality assurance and budget management.
  • Collaborate with USAID: Keep regular collaboration with USAID to consult/engage them project cycle management as per cooperative agreement with USAID

Strategy and steering

  • Contribute to program or country operational strategy (StratOp).
  • Draft new project proposals for the continuity or expansion of the project.
  • Contribute to the drafting of new proposals for new opportunities, if necessary.

Operational implementation

  • Ensure the implementation of the project, in line with the logical framework and allocated budget
  • Ensure that project implementation complies with the existing frameworks
  • Ensure project monitoring, evaluation, accountability and learning
  • Ensure project data management
  • Coordinate the teams involved in the project

Emergency Preparedness and Response

  • Lead the emergency preparedness actions in the department
  • Reorganize the priorities of the team according to the humanitarian priority, in order to ensure a quick and efficient response by HI, in case of emergency.

YOUR PROFILE:

  • You hold a Bachelor or Master in Physiotherapy or Occupational Therapy
  • You have 3-5 years of project management experience.
  • You have experience in managing disability inclusion or rehabilitation project but also in managing USAID grant
  • You demonstrate a strong capacity of adaptation, autonomy and leadership
  • You are fluent in English and basic communication in Vietnamese will be appreciated

  • 48 months International contract starting from 1st, January 2023

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2869€ gross/month upon experience

  • Perdiem: 585,25€ net/month – paid in the field

  • Paid leaves: 25 days per year;

  • R&R: 1 day per year

  • Position:

    • unaccompanied

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
  • open to couples (from 3 months of mission)

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
    • Mission of more than 18 months: payment of one yearly additional return flight
  • open to families (more than 12 months) : package familial

  • a child allowance of 100€ per month, per child (from the second child) paid in the field

  • Contribution to school registration fees for children over 3 years

  • Family-wide health coverage

  • Payment for travel costs (air ticket & visa) and transport of your personal effects

  • Housing: individual taken in charge by HI
