Background

SoCha is preparing for an upcoming competitive procurement to be issued by USAID/Nepal called the USAID Localization Support Activity. The purpose of the initiative is to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes localize development programs. The successful implementer will provide support in three overarching areas:

  1. Capacity strengthening for local actors to apply, receive and manage USAID awards.
  2. Strengthening the Mission’s government-to-government (G2G) programming; and
  3. Supporting the Mission to improve localization programming.

SoCha is looking for a qualified Chief of Party to lead the USAID Localization Support Activity.

Responsibilities

The Chief of Party leads the project team, coordinates with the USAID Contracting Officer’s Representative (COR), manages implementation, and assures execution occurs on schedule and within budget. The Chief of Party provides technical direction and assures quality to achieve results.

The Chief of Party will:

  • Provide day-to-day leadership to the project team.
  • Scope localization initiatives and support with the Mission.
  • Manage annual work plans, budgets, and performance reporting.
  • Oversee the performance of local staff, consultants, subcontractors, vendors.
  • Lead outreach and engagement with local organizations and Government of Nepal entities.
  • Manage the project adaptively based on client feedback and monitoring data.
  • Ensure compliance with the terms and conditions of the contract.
  • Coordinate with the COR to plan work, address ongoing issues, and mitigate risks.

Minimum qualifications and experience

  • Ten (10) or more years of experience managing projects in developing countries (Asia and Nepal preferred) for international donors (USAID preferred).
  • Experience in local capacity strengthening, capacity building, localization, or similar work that grows the capabilities of local organizations.
  • Understanding of organizational improvement methodologies such as organizational development, human and institutional capacity development (HICD), organizational capacity assessments (OCAs), or similar disciplines.
  • Ability to manage diverse teams.
  • Strong interpersonal and oral communications skills.
  • Experience working with a diverse stakeholders; for example, donor/development organizations, government officials, civil society leaders, and project beneficiaries.
  • Master’s degree or higher (or a Bachelor’s degree plus an additional 5 years of experience)
  • Familiarity with Third-Party Monitoring is highly desirable.
  • Experience working in Nepal or South Asia is highly desirable.
  • Experience working with USAID is highly desirable.
