Chemonics

Chemonics International seeks interested and qualified individuals for the Chief of Party position for the anticipated USAID-funded Resilient Health Systems Project in the Democratic Republic of the Congo. USAID/Democratic Republic of the Congo’s Health Office is planning a suite of bilateral awards covering integrated health programming for 2025-2030 across numerous mechanisms, which will incorporate funding from maternal and child health, malaria, HIV, WASH, family planning, tuberculosis, global health security, and nutrition.

This position will be based in Kinshasa, Democratic Republic of the Congo. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon the contract’s future award to Chemonics International.

Responsibilities:

  • Provide leadership, oversight, management, and overall coordination of technical activities, training, and increased public-private collaboration in coordination with the senior management team;
  • Support the development and implementation of critical management systems that will support project planning, reporting, and performance management;
  • Oversee and review all technical writing products and deliverables, including ongoing quality assurance and quality improvement;
  • Maintain open, two-way communication and liaise with USAID/Democratic Republic of the Congo, the Contracting Officer Representative (COR), the project’s staff, and the Chemonics’ home office.
  • Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
  • Identify challenges, obstacles, and difficulties affecting program implementation, develop strategies to solve those problems, and work with USAID and program staff as needed to implement those strategies;
  • Coordinate with relevant parties to build the capacity of national systems;
  • Develop and maintain relationships with partners, private providers, and other key stakeholders in the private and public sectors at the community, country, and international level; and
  • Liaise with Chemonics home-office security staff and other security stakeholders to ensure the safety of staff, assets, and beneficiaries;
  • Performs other duties and responsibilities as required.

Qualifications:

  • A medical degree or advanced degree in public health, supply chain management or related field;
  • At least eight years of demonstrated experience in the management of integrated health programming across numerous mechanisms including, but not limited to, maternal and child health, malaria, HIV, WASH, family planning, tuberculosis, global health security, and nutrition in the Democratic Republic of the Congo;
  • Minimum of 5 years of experience in a COP, team leader, or Director role, preferably with a focus on integrated health programming or health systems strengthening in the Democratic Republic of the Congo;
  • Prior integrated health or health systems strengthening experience in the Democratic Republic of the Congo or other francophone African countries;
  • Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, donor agencies, and international organizations;
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Ability to perform at a senior management level, including managing staff in a matrixed system with a focus on adaptive management;
  • Experience and a positive working relationship with USAID, including knowledge of USAID rules and regulations, compliance, reporting requirements, and grant management;
  • Demonstrated experience leading and professionally developing diverse teams;
  • Excellent communication, presentation, and writing skills in both English and French required;
  • Ability to live and work in Kinshasa, Democratic Republic of the Congo.
