CARE seeks a Chief of Party (COP) for the anticipated USAID-funded Jordan Youth Grow Activity. This project will work to: 1) Increase youth access to high-quality career planning information and livelihood opportunities, 2) Strengthen youth leadership through targeted support of local youth-led and youth-serving organizations in order to promote youth participation as decision makers and key contributors to individual, household, community, and national well-being and 3) Strengthen Government of Jordan systems to provide more coordinated and effective services, practices, and policies that embody the principles of Positive Youth Development (PYD).

The Chief of Party is accountable for the overall vision and leadership of the project and is responsible for delivering results. The successful candidate should possess significant senior experience managing program, financial, and operations of USAID or other international donor-funded projects. They will bring technical expertise in youth programming and implementation, specifically in the areas of youth employment and livelihoods, youth leadership and engagement, Positive Youth Development, and institutional capacity building

Specific duties and responsibilities:

  • Provide strategic guidance to consortium partners responsible for implementing various project components
  • Provide leadership to technical experts and bring dynamic leadership for effective implementation to achieve desired outcomes
  • Act as the main focal point for USAID and government stakeholders at national level
  • Ensure Positive Youth Development (PYD) approaches are embedded and implemented in all aspects throughout the project cycle management
  • Foster active collaboration with youth leaders and youth networks, so that they become a driving force in project learning and decision making
  • Develop, track and adapt project workplans in consultation with consortium members
  • Oversee financial management as per USAID and CARE policies
  • Ensure strong collaboration with Women and Girls Empowerment Program and other USAID projects of CARE Jordan for alignment
  • Ensure program activities are implemented on schedule and within the approved budget
  • Ensure that CARE’s PSHEA and Safety & security policies and procedures are applied to all program and staff operations
  • Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams
  • Develop, supervise, and manage a diverse group of experts and program staff
  • With staff and partners, translate project goals and objectives into implementable strategies and plans.
  • Oversee the timely and accurate preparation and submission of all project reports and deliverables as specified in the agreement.
  • Motivate teams to deliver results by establishing a strong team dynamic, open communication, and leading by example. Promote diversity, equity, inclusion, and belonging in internal operations, management, and program implementation.
  • Monitor the progress and pace of project implementation, ensuring that the potential of the program is fully realized through the promotion of high-quality work and internal control.
  • Identify problems and risks associated with the timely implementation of activities and suggest appropriate adjustments to activities.

Qualifications:

  • Master’s degree in economic development, youth development, political science, international relations, public administration, business, or a related area, with 8+ years of relevant experience or, a bachelor’s degree and 10+ years of experience.
  • Deep technical experience in youth-focused economic development, empowerment, health, or education programming utilizing Positive Youth Development principles.
  • 5+ years’ experience working in a management capacity on USAID development projects and knowledge of USAID rules and regulations.
  • Demonstrated commitment to principles of Gender Equity and Diversity, as evidenced in previous management positions and programming. Strong understanding of gender dynamics in Tanzania or similar context.
  • Experience with programming that integrates gender equality and women’s empowerment, youth empowerment, life skill building and youth networks.
  • Demonstrated ability to be collaborative, creative, and innovative.
  • Proven leadership skills and demonstrated experience recruiting, developing, and managing local and international staff and consultants.
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Experience working in the region is strongly preferred.
  • Fluency in written and spoken English.
  • Ability to travel to project areas as required.
