Chemonics International seeks a Chief of Party for the anticipated USAID-funded Iraq Governance and Public Services (IGPS) Activity. This activity aims to improve service delivery performance through use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. USAID also seeks to foster improved and inclusive relationships and engagement between those same GOI entities and the communities they serve. The goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance. We are looking for individuals who are passionate about improving transparency & accountability and generating long-term change. Anticipated start date June 1st, 2023.

Responsibilities:

  • The Chief of Party (COP) provides overall technical and administrative leadership and expertise for the program and serves as the primary liaison with USAID on management and technical matters
  • COP will be responsible for the overall management and implementation of the program and provide regular updates to the designated USAID COR
  • The COP plans, organizes, and supervises the overall activities under the award, and is responsible for award management, technical work, scheduling, and managing costs associated under the award, with targeted, limited support from the home office that maximizes in-country support under the Activity
  • The COP ensures that all activities conform to the terms and conditions of the award requirements, including cost, schedule, and quality parameters
  • Furthermore, the COP clears reports and deliverables, budget information and other documentation as needed to ensure that they meet the contract requirements and that they are clear, accurate and complete

Qualifications:

  • At least a Bachelors-level degree required in local governance, economic development, public administration, or relevant field from an accredited university; Master degree preferred
  • A minimum of ten years relevant experience implementing projects and proven success achieving results in Iraq, the Middle East region or similar country contexts toward the goal and results of this Activity, including experience working with government institutions on policy reform, capacity development, service delivery, public financial management, investment planning, or public private partnerships. At least three years of which have been spent in COP or Deputy COP (DCOP) positions, or their equivalents
  • Demonstrated experience, exemplary management, communication and interpersonal skills, and the capacity to build and sustain partnerships with senior government officials and local partners
  • Demonstrated ability to communicate fully and effectively, both oral and written, in English is required, and in Arabic is strongly preferred
  • Demonstrated leadership, versatility, and integrity
