DAI is seeking a Chief of Party (COP) for an anticipated five- year USAID funded Global Health Risk and Capacity (GHRC) Mechanism. The mechanism’s scope is to build organizational capacity and mitigate risks associated with transitioning future PEPFAR funding to local partner organizations.

This mechanism will also support new partner initiatives and localization efforts across USAID Global Health programs, including in the areas of malaria prevention, family planning, maternal and child health, reducing tuberculosis and other infectious diseases among others.

The GHRC mechanism will have four key task areas:

(1) Partner risk and health assessments;

(2) Risk mitigation and capacity development for health program performance;

(3) Monitoring, evaluation, learning, and data quality assurance; and

(4) Staff support for managing local awards (including training USAID mission staff).

GHRC will be headquartered in Washington, D.C. with activities spanning USAID-presence countries where Global Health is a priority. It will operate as a buy-in mechanism whereby USAID Missions and Bureaus are able to request services from the contractor in a variety of areas through task orders. The contractor will manage and oversee the work of partners, consultants, subcontractors, and grantees that will provide USAID with rapidly available services to achieve PEPFAR and broader Global Health partner and program localization goals.

The COP is an essential team member and will be responsible for providing strategy, technical leadership and overall management direction. This person will have extensive experience of project design, knowledge of organizational capacity development and performance management. The COP will be responsible for overall project performance, management, and execution ensuring all project deliverables are met, and activities are managed within budget and in compliance with all DAI and USAID regulations. The COP will lead on building and maintaining strong client, partner, home office and team relations to achieve GHRC program goals.

Roles and Responsibilities:

• Lead the start p and high quality implementation of the program and its agreed workplans, ensuring the program is flexible, responsive, innovative and adaptive to change.

• Provide strategic leadership and technical and managerial direction for new activities and design, scoping and implementation of GHRC programs.

• In coordination with the team, develop effective relationships with key stakeholders including USAID staff at Washington and country mission level, project partners, host governments, local health organizations and program partners

• Ensure high quality overall performance and results of the GHRC through effective monitoring, evaluation, and learning across GHRC activities.

• In coordination with the team, develop and lead opportunities for shared learning across GHRC programs and share findings with USAID and the wider global health community and other stakeholders.

• Identify and effectively manage all key risks related to the program, including compliance with USAID rules and regulations and DAI policies.

• Serve as DAI’s project liaison to USAID, host government counterparts, local health organizations, other stakeholders, and partners.

Required Qualifications

• Post-graduate education (master’s or higher) in organizational development, public health, international development, health sciences, or other fields related to the activity’s focus.

• Minimum of 10 years’ experience and expertise managing large and complex donor-funded programs of similar or related nature, size, and complexity including prior USAID COP, Deputy COP, or Capacity Development Director positions.

• Demonstrated experience working in the health sector on HIV/AIDS and PEPFAR programs, as well as other areas of project focus such as malaria, maternal and child health, infectious disease, and family planning among others.

• At least five years of demonstrated experience in managing complex, multi-activity projects and supervising a matrixed technical and management team engaging multiple clients.

• Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at the senior level.

• Demonstrated leadership in strategic planning and thinking, management, supervision, and budgeting. Demonstrated leadership abilities, including problem solving skills, collaboration experience, creativity, and willingness to innovate.

• Knowledge and understanding of the legacy of PEPFAR, PMI or other USAID global health programs in African and South East Asian countries

• Strong working familiarity with USAID regulations and policies. Understanding of localization policies and tools such as HICD, OCA, NPI, NUPUS, PFMRAF, and Local Solutions

• Experience working with PEPFAR funded local and international groups.

• Fluent oral and strong analytical, written English communications skills are required.
