Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Chief of Party (COP) position on an anticipated 4-year USAID-funded project in the Caribbean. This would be a full-time position and be based in Barbados for the full life of project.

The purpose of Blue and Green Economies for a Resilient Eastern and Southern Caribbean (BGE) will be to work with Eastern and Southern Caribbean (ESC) countries* to support sustainable and resilient economic growth and systems that balance the social, environmental, and economic drivers and result in improved human well-being and social equity, while significantly reducing environmental risks, climate impacts, and ecological scarcities.

*The ESC region includes the six independent countries of the Organization of Eastern Caribbean States (OECS: Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines), Barbados, Trinidad and Tobago, Guyana, and Suriname

The COP will be responsible for leading all technical, financial, and administrative aspects of the project and will coordinate closely with USAID in developing, implementing, and revising the project’s overall field strategy. The COP will be the principal link between USAID, Tetra Tech, and other partners, and will provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the project, including monitoring and evaluation and reporting to USAID.

Responsibilities:

* Provide leadership and technical expertise for the project, and supervise expatriate and local teams;

* Develop strategic objectives and confirm project compliance with USAID regulations;

* Manage the project’s implementation, including overall responsibility for personnel and efficient budgeting and financial management;

* Oversee technical activities of the project and ensure that impact is achieving the results defined in the contract;

* Evaluate and document project progress and lessons learned;

* Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

Qualifications:

* Minimum of a master’s degree in natural resource management, public policy, biological science, economics, climate sciences, business administration, disaster management, international development, or another related discipline is required.

* Not less than 10 years project experience, preferably in the ESC region, working in one or more technical disciplines: natural resource management, sustainable economic growth, terrestrial and/or marine biodiversity conservation, climate adaptation and resilience, disaster response and/or risk reduction, public policy, business administration, and/or other relevant technical areas.

* Minimum of 5 years in a director-level role leading and managing complex development programs and multi-disciplinary teams in the ESC region, preferably as a COP for a USAID-funded project or equivalent.

* Proven track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.

* Excellent communication skills in written and spoken English.

* Strong familiarity with the policy, social, economic, environmental, and cultural context in the ESC region.
