GENERAL DESCRIPTION GOAL Haiti Programs

GOAL intervenes in Haiti mainly in the vulnerable neighborhoods of the metropolitan area of ​​Port au Prince, and in the south of the country in Les Cayes and Jérémie.

Since arriving in Haiti in 2010, GOAL has been helping the most vulnerable people affected by disasters. Today GOAL is in a phase of strategic transition between emergency, rehabilitation, and development. In all its programs, GOAL adopts an approach based on community engagement and participation.

GOAL operates in three main areas: reconstruction and risk management; water, hygiene, and sanitation (WASH) and economic development.

All the programs implemented by GOAL have the common objective of increasing the resilience of communities to risks and disasters by creating a more secure environment where access to economic resources is facilitated.

For the year 2019, GOAL with the financial support of the Irish government will implement a project focusing on resilience, the system of life, social inclusion, and behavior change, and with the support of the European Union projects on urban resilience and governance.

These Projects will contribute to increasing the resilience and living conditions of the inhabitants of precarious neighborhoods in Jérémie and Port au Prince about Turgeau, Canapé vert and Bas peu de chose.

Job Summary

  • GOAL is recruiting for a Chief of Party (COP) for a large multi-sector USAID/BHA-supported program that seeks to address the current cholera resurgence as well as the socioeconomic impacts of Haiti’s political crisis, especially the violence and disruption that began in September 2022. This project is to be implemented in the most vulnerable areas of the MAPP during a 12-month period to begin ASAP..
  • The project is being implemented in consortium with the NGOs AVSI and CESVI, who will be carrying out similar interventions in other geographic areas of the MAPP. GOAL is the leader of the consortium, and will represent all three agencies in the relationship with USAID.
  • The COP will provide the vision and overall leadership and management to the project.
  • The COP will ensure that consortium partners utilize common tools and approaches in all aspects of implementation and reporting.
  • The COP will ensure that implementation is consistent with the best practices outlined by GOAL’s global technical specialists.
  • S/he will be responsible for overseeing the overall management of the project, including the quality of programmatic implementation and administrative elements of the project, the coordination of all consortium partners, and monitoring the budget.
  • The COP will serve as the point of contact to BHA as well as public, private and non-government stakeholders. S/he will be responsible for ensuring compliance, including oversight of partner budgets, finance and administration, and reporting to BHA.

Post requirements:

  • The COP must have proven leadership skills managing projects of a similar size and scope in developing countries.
  • The COP must have prior experience effectively managing BHA development activities.
  • The COP must have demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting.
  • As the person responsible for the representation of the activity, the COP should have prior experience working in Haiti, familiarity with the country’s social landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • S/he must understand and demonstrate commitment to the importance of gender and vulnerable populations issues in the project’s technical sectors and within staff and management of the activity.
  • Demonstrated experience in adaptive management and learning techniques is highly encouraged.
  • A master’s degree in development studies, international relations, agriculture, nutrition, public health, business administration, or a related field combined with a minimum of seven years of progressively increasing management responsibility in international development projects, at least five years of which should be in the field, is required.
