We are currently seeking qualified Chief of Party candidates for the anticipated USAID-funded Egypt Red Sea project.

Program Description:

The overall goal of the proposed program is to protect the unique ecosystem located in the southern Red Sea region (roughly defined as the coastal and littoral areas between Hurghada and Shalateen) through support for conservation initiatives undertaken by public, private, and nonprofit sectors in close coordination with local communities, with a particular focus on promoting sustainable and community-based forms of tourism development.

To this end, USAID/Egypt is considering supporting the development of sustainable,

nature-based tourism in this area that links revenues – including community Iivelihoods – to the conservation of natural resources, including coral reefs, marine life and ecosystems, and other unique attributes. Activities may include:

  • Support for an endowment fund to “crowd in” investment from other actors – including private companies, international organizations, government authorities, charitable organizations, and others – with an interest in developing tourism infrastructure supportive of conservation and sustainable development of the southern Red Sea region.
  • Support to national and government authorities on legal, policy, and regulatory frameworks concerning biodiversity and climate change, and the enforcement of existing laws and regulations.
  • Support for programming which ensures that tourism revenues fairly benefit local communities and that build infrastructure accounts for local needs and priorities as well as environmental considerations.

Position Description:

The Chief of Party (COP) will provide overall leadership, management and general technical direction for the entire activity, ensuring an integrated vision among different Results and Actors, and a focus on achieving the project objectives. The COP will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. This individual shall act as the key liaison between USAID and all other counterparts, associations, private sector owners, implementing partners and Government of Egypt officials involved with the Activity. The position requires significant coordination skills, and an understanding of the role that the private sector plays in developing sustainable tourism initiatives. The COP must serve as the primary point of contact with USAID with regard to day-to-day implementation and management matters relating to the contract.

Minimum Requirements:

  • Requires a master’s degree in a directly relevant field from an accredited university;
  • At least 10 years of experience in relevant management and supervisory roles as well as technical experience working with programs that are of a similar scope and scale to this program;
  • Prior experience strengthening the growth of the sustainable/nature-based tourism sector required, with experience in Egypt and marine environments or similar contexts;
  • Demonstrated familiarity working in the Middle East, preferably in Egypt, with ability to present complex topics to senior governmental officials;
  • Prior experience advancing issues of reform, improving the enabling environment, and fostering private sector investments in development (in tourism, conservation or related sectors preferred)
  • Well-developed leadership and people skills, including a demonstrated ability to enhance the skills and effectiveness of project staff;
  • Demonstrated ability to successfully manage client and stakeholder relationships, with a high level of organizational, communication and problem solving skills;
  • Experience in managing large scale activities, strategic planning and implementation of related activities;
  • Demonstrated experience in adaptive management;
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Fluency in English required, fluency in Arabic preferred.
  • Requires frequent travel to Red Sea locations
