Overview:

IBTCI seeks Chief of Party (COP) for the anticipated USAID/Georgia Data-Driven Collaborating, Learning and Adapting (CLA) Activity in Tbilisi, Georgia. This activity will use a transformational, human-centered approach to enable USAID/Georgia to function as learning organization more effectively by creating new knowledge products; analyzing and synthesizing existing data; facilitating CLA; carrying out performance and impact evaluations, assessments, and other data collection and data analysis tasks; and supporting and expanding USAID’s organizational strengthening efforts. The COP will bear responsibility for the successful performance of the activity. S/he will provide overall leadership, day-to-day management, and technical direction for the activity ensuring high-quality program deliverables, serve as the primary liaison between IBTCI and USAID/Georgia and key external stakeholders, and strengthen the capacity of staff and partners.

This position is contingent upon USAID award and will be based in Tbilisi Georgia. Georgian nationals are encouraged to apply.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall leadership, management, and technical direction for the activity.
  • Maintain relationships with USAID/Georgia and other regional USAID leadership, national and international partners, and other key stakeholders through frequent consultation.
  • Develop and execute the project’s strategy and work plan, ensuring the achievement of project results.
  • Direct and monitor the implementation of activities within the work plan, ensuring they meet high professional standards, are effectively implemented, and fulfill donor and IBTCI’s requirements.
  • Ensure the quality control and responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to align with USAID objectives.
  • Ensure that all program deliverables are of high quality and delivered in a timely manner.
  • Promote effective communication across the entire project team and with relevant stakeholders.
  • Ensure compliance with all donor-related, IBTCI, and program-specific policies and regulations.
  • Supervise and mentor project staff.
  • Coordinate and ultimately be responsible for all polls, surveys, assessments, evaluations, and data analyses and syntheses to support USAID/Georgia Mission strategy.
  • Lead the activity in facilitating CLA practices among USAID and its partners, beneficiaries, and key stakeholders.
  • Oversee efforts to support USAID/Georgia in developing the enabling conditions to successfully integrate CLA across USAID/Georgia’s strategy and portfolio and actively support CLA throughout the Program Cycle.
  • Coordinate and ultimately be responsible for contributing to USAID/Georgia’s ongoing organizational strengthening efforts.

Qualifications

Minimum Requirements:

  • At least 15 years of experience in MEL, with demonstrated project management responsibility.
  • At least 10 years of experience in managing USG-funded MEL and/or CLA projects.
  • Previous experience as a Chief of Party for a USAID activity.
  • Fluency in written and spoken English is required. Knowledge of Georgian and/or Russian is a plus.

Education:

  • Master’s degree related to Monitoring, Learning and Evaluation, international development; management; economics or other relevant social science; a Ph.D. is preferred.

Preferred Knowledge, Skills and Abilities:

  • Previous experience as a Chief of Party and/or Project Director for a USAID activity implemented across multiple countries.
  • Strong expertise in MEL and CLA technical areas.
  • Excellent leadership and adaptive management skills with the ability to build collaborative relationships with a range of partners and stakeholders.
  • Proven track record of project management, cost containment, and client satisfaction.
  • Strong time-management, multitasking, and organizational skills.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful project completion.
  • Experience implementing international development programs in Eastern Europe and Eurasia is highly preferred.
  • In-depth understanding of USAID policies related to MEL and CLA, including USAID’s CLA Framework and ADS 201, and demonstrated experience promoting a culture of evidence for decision-making.
  • Experience building the capacity of implementing partners, activity personnel, USAID staff, and others in MEL and CLA.
  • A proven history of establishing and sustaining collaborative working relationships with international donor organizations, civil society, the private sector, host country government counterparts, and other implementing partners under international development programs.
  • Excellent oral and written communication skills.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel within Georgia may be required.
