FHI 360 is currently recruiting for the position of Chief of Party (COP) for the anticipated Central Europe Program*,* a five-year, $10-million project funded by the United States Agency for International Development (USAID). The goal of the Program is to strengthen the resilience and capacity of independent, nongovernmental entities, including civil society, media, political parties, and other democratic actors, across Central Europe to advance democratic freedoms and reforms.

Position Description:

The Chief of Party (COP) will provide overall vision, leadership, management, and technical direction for the entire program, to ensure an integrated vision among different components and actors and achieve the results as defined in the cooperative-agreement. S/he will serve as the project’s main point of contact with USAID; international, regional, and local partners; and other program stakeholders.

Further, the COP is expected to identify issues and risks related to program implementation in a timely manner, recommend appropriate program adjustment, and ensure smooth functioning among and between donor, grantees, partners and other key stakeholders. S/he will supervise activity implementation and ensure that program activities meet the stated goals, objectives, and reporting requirements. The COP position requires strong and positive communication skills and political savviness, as s/he will interact with numerous institutions and senior-level national and subnational level government officials. The COP must have demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines.

This position is expected to be based out of Warsaw, Poland.

Essential Job Functions: Duties and Responsibilities:

  • Lead the project team and serve as the primary point-of-contact with USAID regarding the day-to-day activity implementation and management matters relating to the agreement.
  • Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget
  • Manage and supervise the work of experts/personnel provided under the agreement.
  • Serve as the primary point-of-contact for information on the progress and current status of all project activities.
  • Ensure adherence to appropriate/established monitoring mechanisms to ensure that activity progress in each country and/or component and specific implementation concerns are regularly and promptly reported.
  • Manage the preparation and presentation of work plans, M&E plans, and all reports.
  • Facilitate ongoing project learning and adaptive management.
  • Ensure that solid relationships are built and maintained between and among FHI 360 and subawardee project staff, USAID, and key local stakeholders and partners.

Minimum Requirements:

  • Requires a master’s degree in the social sciences, public policy, law, international studies, community development, media and communications, cybersecurity, business, international development, or other equivalent professional degree.
  • A bachelor’s degree with two additional years of relevant experience beyond the minimum required years of work experience may be considered in lieu of an advanced degree.
  • At least ten (10) years of experience in managing donor-funded programs in Central Europe (preferrable Poland and/or Hungary) in the area of democracy, human rights, and/or governance.
  • Demonstrated experience working with and empowering local partners and traditionally marginalized groups.
  • Demonstrated record of achieving results through sustainable efforts involving local and regional organizations and actors; innovative and experimental programmatic approaches; applied and iterative technical learning; flexible and adaptive programming; and the mainstreaming of safety, security, diversity, and inclusion considerations into technical and operational project management.
  • Demonstrated experience of working with and connecting beneficiaries and partners in a variety of formats and locations and cross-regionally including online, in-person, inside and outside of the country.
  • Deep knowledge of USAID rules, regulations, policies, and procedures as related to project compliance and reporting strongly preferred.
  • Demonstrated ability to manage large, complex awards, especially those with significant grant components, and to meet all required reporting requirements.
  • Demonstrated experience working alongside project stakeholders to deliver impact within agreed timelines.
  • English proficiency is required.
  • Strong oral and written communication skills.
