This Opportunity:

The Chief of Party is a full-time position for an upcoming five (5) year award being solicited through USAID. The objective of the Central African Republic (CAR) Regional Peacebuilding and Anticorruption Mechanism Activity is to reduce violence and build more effective, accountable, and democratic governance systems in CAR.

Reporting & Supervision:

The Chief of Party (CoP) will serve as the primary liaison with USAID and will report to the home office Project Director. S/he will be responsible for providing the vision and overall leadership to the team; managing the Contractor’s technical assistance and shall have principal responsibility for overall project management. S/he will have overall responsibility for assuring that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed. She/he will be the primary point of contact for information on the progress and status of all activities under the contract and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported. S/he will be expected to drive an innovative, integrated technical approach to program implementation, that focuses on long-term change and sustained impact.

Primary Duties and Responsibilities:

· Provide overall leadership, strategic guidance, vision, and management to staff and the overall project team, including staff, consultants, and partner organizations.

· Plan, direct and coordinate technical and operational activities to ensure that project goals and objectives are met, and prescribed timeframes and funding parameters follow USAID regulations and Invisible Children’s policies.

· Provide overall technical and administrative leadership to the project implementation team, including development of strategies, budgets, work plans, MEL plans and reporting.

· Lead the team on financial performance management and budget creation a monitoring, to understand and explain performance to USAID and internal management. Management issues and staff responsible for finance, procurement, personnel, IT, and donor regulation compliance.

· Ensure the strategic & functional integration of all technical areas as well as collaboration with donors, private sector, and other implementing partners.

· Coordinate with other local USAID representatives, USG projects, home office as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions.

· Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID.

· Provide strategic vision on program sustainability and resilience.

· Ensure interventions reflect high technical quality and are in line with the project’s scope of work.

· Fluent writing, reporting, and presentational skills in English and French.

Key Competencies Required:

· Graduate degree in international relations, data analytics, political science, or a related field.

· 20+ years in in community-based protection and community resilience, conflict transformation, data analytics, good governance, and/or humanitarian programs are required.

· Program experience is a must with experience as a Chief of Party on a USAID funded project or other donor-funded development project.

· Management experience of significant budgets (>$5M annually) and financial performance monitoring; experience of managing HR, Operations and support functions.

· Experience in community strengthening and partnership building.

· Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure.

· Experience managing and leading technical and administrative teams for complex development projects.

· Effective written and oral communication skills.

· Professional and diplomatic demeanor and conduct with all stakeholders.

· Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.

· Ability to take initiative and/or respond independently to situations.

· Fluent written and spoken French/English required.
