Chemonics International seeks a Chief of Party (COP) for the anticipated USAID-funded Morocco program. It is envisioned this Activity works in alignment with the new USAID climate strategy 2022-2030 and in collaboration with the Government of Morocco (GOM). USAID/Morocco aims to support efforts to mitigate the impact of climate change in Morocco, promote climate change adaptations best practices, and strengthen the resilience of vulnerable communities to climate change through education, economic growth, and governance programs.

The Chief of Party will serve as the primary point of contact with the donor regarding day-to-day implementation and management of the Activity. The COP will oversee project implementation, setting strategic direction and long-term vision guided by a team of diverse thinkers and doers. The Chief of Party will likely be based in Rabat, Morocco.

Anticipated responsibilities may include:

  • Direct implementation of the Activity’s strategic long-term vision, provides overall leadership, management, and technical direction for the Activity;
  • Oversee the project team, ensuring all staff and implementing partners are working in tandem to achieve targets and meet reporting requirements;
  • Builds, manages, and maintains effective working relations with the donor, the Moroccan government, local partners, relevant NGOs, CSOs, and other program stakeholders;
  • Maintains a high standard of compliance with donor rules and regulations, contractual requirements, and Chemonics policies and systems;
  • Facilitates close collaboration and teamwork, including mentorship and development of staff, with attention paid to professional development opportunities;
  • Serves as the primary liaison between USAID, key stakeholders, implementing partners, and Chemonics Washington on all program-related matters.

Qualifications:

  • Advanced degree or equivalent combination of education and experience in international development, environment, climate change, public policy, or another related field;
  • Minimum 10 years of progressive experience implementing donor-funded programs of similar scale, scope, complexity;
  • Demonstrated experience working in climate change development, climate adaptation and mitigation, climate smart technologies, climate finance, and/or private sector climate investment and gender-forward climate integration programming;
  • Work experience in the Middle East and North Africa region and specifically Morocco is preferred;
  • Demonstrated ability to establish strong working relationships with government officials, NGOs/grantees, local media, the private sector, and other donors;
  • Demonstrated ability to work in challenging environments and with multi-cultural teams;
  • Strong managerial, administrative, and writing skills;
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills;
  • Demonstrated leadership, versatility, and integrity;
  • Fluency in English and French.
