Chemonics seeks a chief of party. Chemonics International Inc., a US-based international development consulting firm, is accepting applications from qualified professionals for the USAID Iraq Renewable Energy project. The Iraq Renewable Energy project aims to provide technical assistance to the Government of Iraq to implement plans for off-grid energy, green modeling, develop sound energy infrastructure, enable energy sector reforms, and grow sustainable, secure energy markets throughout Iraq. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The Chief of Party will provide leadership towards assessing existing sector conditions, development of new strategies, and implementing new market structures for an open, efficient, and transparent energy market. We are seeking candidates with experience leading other energy programs who have a passion for making a difference in the lives of people around the world. Please note that the position is contingent upon program award.

Responsibilities:

  • The Chief of Party will bear primary responsibility for the overall management and administration of the project and liaising as well as providing expert guidance to the client
  • Serve as an integral member of the project’s senior management team and in the design and technical implementation of project activities
  • Monitor the work plan, track implementation, and ensure timely delivery of all contract deliverables. Lead procurement, personnel, reporting, and other management-related requirements of the contract
  • Lead the projects’ technical team and provide quality control of products prepared by them.
  • Provide guidance for core objectives under the project such as: strengthened energy security; expand access to affordable, and reliable energy; implementation of open and efficient markets; and advanced market-based energy policies and market reforms
  • Serve as the primary point of contact for the client and ensure compliance with all applicable USAID and host-country regulations
  • Build and maintain effective partnerships with Iraq’s private and public sectors on project activities

Job Qualifications:

  • Degree in economics, energy/environmental policy, engineering, business, finance, public policy or a related field. Advanced degree preferred
  • Minimum 10 years of progressively responsible work experience in leading and managing energy sector reform and/or diversified energy source programs in developing countries and preferably in the Middle East
  • Minimum 5 years of experience managing staff
  • Demonstrated experience in energy sector development and significant experience in implementing programs in developing countries
  • Demonstrated supervisory work experience including assembling along with supervision of technical teams of energy professionals to effectively respond to complex assignments
  • Experience with large development projects delivering technical assistance and financial services to public and private enterprises
  • Practical experience working with a range of program partners, including government agencies, regulatory bodies, utilities, the private sector, NGOs, civil society, consumers, and bilateral
  • Manage productive working relations with relevant Iraqi government counterparts and entities and maintain effective coordination with other donor and international organizations’ activities and programs in the energy sector
  • Experience working in developing countries is required, preferably complex, high-speed, and challenging field operations
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills
  • An excellent record working with other donors on energy sector reform programs.
  • Demonstrated leadership, versatility and integrity
  • Fluency in written and oral English is required and demonstrated working fluency or proficiency in Arabic is highly desired, but not required
