HEI/SBH is seeking a Chief of Party (COP) for an anticipated five-year USAID-funded health service delivery project in Haiti. The scope of the project is to expand access to and availability of sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, family planning, HIV, and tuberculosis health care and water, sanitation, and hygiene services in Haiti.

The activity will have 3 key objectives:

  1. Improve outcomes in sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, healthcare and water, sanitation and hygiene services through the provision of quality service delivery;
  2. Provide comprehensive HIV services to achieve epidemic control; and
  3. Improve the quality of care, responsiveness to epidemic shocks, community empowerment, data for results and resource optimization to create resilient health systems.

The COP will be responsible for the overall planning, implementation, and performance management of the project. They will provide vision and strategic leadership to establish the administrative and technical oversight framework, which they will use to monitor and assure progress toward goals and objectives. The COP will be responsible for coordinating with USAID, and ensuring coordination among relevant USAID-funded projects and other donor- and non-governmental organization-sponsored activities.

The COP will provide guidance to senior technical staff; ensures the responsiveness and quality of all project work; and lead efforts to collaborate and coordinate with the Government of Haiti. The successful candidate will be a seasoned health sector professional who is thoroughly familiar with the current and historic health service delivery sector in Haiti. They will serve as the institutional liaison and will be responsible for the design of interventions to support the capacity development of local organizations and service providers targeted by this project. The COP will be responsible for overall project performance, management, and execution ensuring all project deliverables are met, and activities are managed within budget and in compliance with all HEI/SBH and USAID regulations.

Roles and Responsibilities:

  • Lead the startup and high-quality implementation of the program and its agreed workplans, ensuring the program is flexible, responsive, innovative, and adaptive to change;
  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project objectives;
  • In coordination with the team, develop effective relationships with key stakeholders including USAID, Haitian Ministry of Health (MSPP), local health organizations, and program partners
  • Support the development of strong monitoring, evaluation and learning (MEL) mechanisms, program monitoring tools and efficient systems to ensure high-quality implementation;
  • In coordination with the team, develop and lead opportunities for shared learning across activity sites and share findings with USAID.
  • Identify and effectively manage tasks related to the activity, including compliance with USAID rules and regulations and HEI/SBH policies.
  • Serve as HEI/SBH’s project liaison to USAID, host government counterparts, local health organizations, other stakeholders, and partners.

Required Qualifications:

  • A master’s degree or higher, ideally in health/behavioral science and policy, health policy, community health services, public health, business administration, governance, or related area;
  • At least five years of demonstrated experience in managing similar-sized international donor support programs with skills in strategic planning, management, supervision and budgeting in Haiti;
  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams;
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at the senior level;
  • Demonstrated leadership in strategic planning and thinking, management, supervision, and budgeting. Demonstrated leadership abilities, including problem-solving skills, collaboration experience, creativity, and willingness to innovate;
  • Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement;
  • Experience managing a high-pace multidisciplinary team to achieve development results; and
  • Required fluency in English and French; working knowledge of Haitian Creole is highly desired

Additional responsibilities may be assigned as business needs evolve.
