Chemonics International seeks a Chief of Party for the anticipated USAID/Ukraine Promoting Integrity in the Public Sector Activity. This position will be based in Kyiv, Ukraine. The Activity will aim to improve governance and accountability in Ukraine by reducing opportunities for corruption and build a culture of integrity in the Ukrainian public sector by elevating the institutional and technical capacities of specialized and relevant anti-corruption bodies; strengthening public control and oversight practices, including over humanitarian assistance and post-war reconstruction and recovery expenditures; and nurturing zero tolerance to corruption among Ukrainian citizens. The program will advance these objectives in partnership with public sector, civil society, and private sector stakeholders, and in close coordination with other donors and other USAID anti-corruption-relevant activities. This activity is currently on the USAID business forecast with an anticipated solicitation release date of June 30, 2023. Responsibilities: The Chief of Party will lead the program’s technical direction and oversee program staff. The successful candidate should have experience implementing donor-funded anti-corruption programs in support of prevention, investigation, transparency and accountability reforms, as well as promoting system-wide education and dialogue to advance anti-corruption reforms. Minimum qualifications include:

• Advanced degree in public administration, international relations, development, law or related fields required.

• Minimum of 10 years of demonstrated experience leading and managing complex development programs, preferably for USAID- or other donor-funded projects.

• Experience as a chief of party for a previous USAID project preferred.

• Demonstrated thorough understanding of the issues surrounding anti-corruption and ability to effectively manage a diverse team of employees in changing contexts.

• Demonstrated ability to establish and maintain collaborative, productive working relationships with local government counterparts, civil society organizations, media, academia, private sector associations, and other key stakeholders.

• Supervisory work experience including supervision of technical teams and subcontractor partners to effectively respond to complex assignments.

• Experience in monitoring and evaluating democracy projects, experience in implementing anticorruption programming and transparency policies in post-conflict settings preferred.

• Prior work experience in Ukraine, the Former Soviet Union, Central and Eastern Europe, or other countries transitioning to democracy strongly preferred.

• Fluency in English with excellent oral and written skill is required. Proficiency in Ukrainian or Russian is preferred, but not required.
