Activity Background

SoCha intends to submit a proposal for the USAID Building Evidence for Decision-Making (BE4D) activity. This activity will incentivize evidence use for decision-making via high-quality monitoring, evaluation, and learning (MEL) and collaboration, learning, and adaptive management (CLA) related services for the U.S. Agency for International Development (USAID) Bureau for Democracy, Development, and Innovation (DDI), as well as other Operating Units (OUs) with whom DDI partners and which will have the option to buy-in to the delivery of services by BE4D on demand. This evidence may also be used by and benefit local actors and implementing partners. BE4D will operate from Washington, D.C.

The activity will achieve the overall purpose through the following objectives:

  • Objective 1 – Design
  • Objective 2 – Performance Monitoring for Learning and Adaptive Management
  • Objective 3 – Evaluations and Other Analyses/Assessments for Learning and Adaptive Management
  • Objective 4 – Training and Advising/Mentoring
  • Objective 5 – Communications, Dissemination, Knowledge Management, and Organizational Learning
  • Objective 6 – Collaborating, Learning, and Adaptive Management

Scope of Work

SoCha seeks an experienced Chief of Party (COP) to provide overall and day-to-day management of contract performance and coordination and communication with USAID activity managers. The COP will ensure that BE4D’s activities are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the scope of work (SOW).

The COP responsibilities include:

  • Acting as the main point of contact with USAID to liaise with the TOCOR and Activity Managers on matters related to overall program management
  • Overall project leadership, management, and quality control
  • Effective, efficient, and timely implementation of all contract activities in compliance with the contract
  • Overall management of contract team members, consultants, and subcontractors
  • Management of operations under the contract which may include, but are not limited to communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, reporting, and property
  • Managing many concurrent activities; set interim milestones for completing deliverables; hold staff (including across subcontractors if any) accountable for interim milestones and final deliverables; and ensure high-quality technical services/deliverables
  • Rapidly allocating high-quality staff to implement all activities.
  • The COP should also have expertise in the core functions of the contract, as well as a strong understanding of how to promote evidence use beyond just delivering MEL/CLA services.

Minimum qualifications and experience

  • Bachelor’s degree in areas such as international affairs, humanities, or social sciences (Advanced degree such as a Master’s preferred, but not required);
  • 8+ years of relevant work experience;
  • Demonstrated experience with project management and effective budgetary/cost control;
  • Demonstrated ability to think strategically and communicate effectively with a diverse range of stakeholders;
  • Strong interpersonal skills and ability to establish and sustain professional, collaborative relationships;
  • Demonstrated ability to manage a large, complex contract given buy-in mechanism nature of this contract;
  • Demonstrated Strong management skills to be able to effectively deliver against responsibilities of the role and to ensure the delivery of high-quality contract activities, excellent customer service, and contract oversight;
  • Demonstrated excellent written and spoken English language skills;
  • Demonstrated excellent communication skills to foster open, transparent, and collaborative communications with the Government;
  • Demonstrated ability to foster transparency and trust with other partners;
  • Demonstrated expertise in the core technical areas relevant to this contract such as program design, performance monitoring, evaluation, and CLA;
  • Demonstrated experience promoting a culture of evidence use beyond just delivering MEL/CLA services;
  • Ability to obtain Facility Access Clearance.
