Job Profile:

Counterpart International is currently seeking a Chief of Partyto support the anticipated Iraq Civil Society Activity (ICSA) opportunity. The overall objective of ICSA is to increase citizen engagement in the public sphere, especially among women and youth, while supporting civil society organizations (CSOs) to connect to and empower citizens and one another, thereby enhancing CSO resilience, increasing its credibility and effectiveness. The expected result is a more active and inclusive civil society sector that effectively fosters change and contributes to a more equitable and democratic Iraq. This position is full-time and will serve through the life of the project.

Primary Responsibilities of the Chief of Party:

• Responsible for overall project leadership, management, technical direction and oversight, and maintaining relationships with USAID and stakeholders.
• Responsible for ensuring the timely submission and quality of all project deliverables. This position requires experience in senior-level program management with USAID or other donors and in nonpermissive and/or conflict environments.
• Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Liaise with USAID Iraq, key implementing partners, and other donors.
• Represent the Activity and Counterpart with key governmental and non-governmental stakeholders.
• Lead strategy design and annual workplan development, and oversee program monitoring and reporting.
• Lead the implementation of Counterpart’s localization strategy and develop and implement the Project’s sustainability strategy.
• Manage and supervise the work of project personnel, implementing partners and grantees, with a focus on achieving work plan targets and core results in a timely manner.
• Provide mentoring and professional development support to project staff, with emphasis on building the capacity of national staff.
• Ensure that long and short-term technical assistance provided by the project is technically sound and appropriate for the local context.
• Represent the project at technical, learning, and networking events.
• Ensure mainstreaming of women and youth issues in the project and develop guidelines to measure impact.
• Perform other duties and responsibilities, as required.

Qualifications:

Education:

• Advanced degree in Governance, International Development, Social Sciences, Political Science or other related field; undergraduate degree with significant professional experience leading governance programming.

Experience:

• Minimum of 10 years of progressively responsible experience in international development; Minimum of five years working on governance programs funded by multi- or bilateral donors.
• Previous experience managing USAID-funded programs.
• Experience supervising teams of diverse staff and demonstrated leadership capacity.
• Demonstrated experience managing and implementing development projects focused on civil society strengthening, civic engagement, democratic reform, and/or government accountability, preferably in Iraq or the Middle East.
• Demonstrated experience working effectively in a post-conflict setting, preferably in Iraq or similar context and working in culturally and politically sensitive environments.
• Demonstrated experience working effectively with partner and government representatives, donors, and other stakeholders.
• Experience with utilizing learning and adaptive management approaches in program management and implementation.
• A creative thinker focused on solutions, innovation in program delivery and a commitment to achieving tangible results.

Languages:

• Demonstrated ability to communicate fully and effectively, both oral and written, in English is required, and in Arabic is strongly preferred
