Chemonics International is seeking interested and qualified individuals for the position of Chief of Party for the USAID-funded Mali Health Financing Project. This activity seeks to contribute to the reduction of mortality among vulnerable populations by increasing the use of highly effective health services and improving health-seeking behavior at the community level in selected regions and districts in Mali.

This health financing activity will provide technical assistance and financing services to increase universal access to health care (UHC) while increasing the use of quality health services for the rural population. This activity will build on and strengthen the current unified platform and mechanisms for universal health insurance coverage to increase the capacity of Malians to plan, finance, and manage their health system and their own health to create a healthier and more resilient population. It will cover all health districts in 5 targeted regions of Kayes, Koulikoro, Sikasso, Segou and Mopti. This activity will support communities to establish their own affordable voluntary health insurance system while improving local resource mobilization. This activity will cover a comprehensive array of health services, including maternal and child health, nutrition, immunization, reproductive health, and public health under the UHIP (Universal Health Insurance Scheme).

Responsibilities :

· Provide leadership, oversight, management and overall coordination of technical activities ;

· Support the development and implementation of key management systems that will support project planning, reporting and performance management;

· Provide operational oversight of program activities, manage spending within a budget, and develop annual work plans;

· Oversee and review all technical writing products and deliverables;;

· Ensure that all program assistance is technically sound and appropriate to the local context, and integrate innovative practices, emerging knowledge, and international best practices into program activities;

· Identify challenges, obstacles, and difficulties affecting program implementation, develop strategies to address these issues, and work with USAID and program staff as needed to implement these strategies; and

· Develop and maintain relationships with partners, private providers, and other key actors in the private and public health sectors at the community, national, and international levels.

Qualifications:

· Advanced degree in public health, medicine, health policy or related field;

· At least 10 years of professional experience in one of the following areas: health system financing, health insurance, maternal/child health, reproductive health, health systems strengthening, health service delivery, and/or market access;

· Previous senior management experience on donor-funded projects and overseeing large teams;

· Demonstrated experience with community resource mobilization

· A strong understanding of how rural populations access and seek healthcare

· Proven knowledge of Mali’s or the region’s health system, the private health sector and governance structures at all levels, including challenges, opportunities and historical context

· Excellent diplomatic skills and demonstrated ability to establish and maintain professional relationships with stakeholders, including the U.S. government, the Malian government, and representatives of community-based organizations, NGOs, and the private sector

· Knowledge of health insurance approaches and universal health insurance coverage mechanisms

· Strong skills in the use and interpretation of data, and ability to adapt program activities for continuous quality improvement;

· Ability to work at a leadership level, including managing staff in a matrix system with an emphasis on adaptive management;

· Experience and a positive working relationship with USAID or other donors, including a preference for knowledge of USAID rules and regulations, compliance, reporting requirements, and grant management ;

· Fluency in French and English required; fluency in other Malian national languages is desirable;

· Leadership, versatility and integrity.
