Position Overview

Pact seeks an experienced Chief of Party (COP) for the potential Green Recovery Investment Platform (GRIP) opportunity funded by USAID. GRIP will be USAID’s signature tool to leverage an investment of at least $250 million to attract $3.5 billion in private sector financing of climate-friendly investments and to mobilize funding that is needed to reach national and global resilience and adaptation goals. This management and technical assistance (TA) platform is designed to mobilize resources, facilitate partnerships, improve enabling policies and finance ecosystems, and enhance learning and capacity to address climate change through green investments.

The COP will provide overall technical leadership and management for the project, serving as the direct liaison for USAID/Washington and the Bureau for Resilience and Food Security on all project management and technical matters and will take a leadership role in coordination among USAID Missions and other key stakeholders, including financial sector actors, private sector partners, government stakeholders, civil society, and local communities. The Chief of Party will lead efforts to mobilize climate-related investments by drawing on the team’s networks and scaling partnerships that will identify and attract private sector financing in green opportunities. She/he will foster a network of financial service providers and local actors to build a shared vision and collective action around a climate-friendly ecosystem of policies and standards for more equitable and inclusive investments. They will have overall responsibility for advancing learning and best practices within the development community, with the aim to expand the understanding of climate finance and other mechanisms to fund climate change adaptation and mitigation actions. This position is contingent on award.

Key Responsibilities

· Provide overall technical leadership and management for the project and serve as the project’s primary liaison with USAID/Washington.

· Engage with GRIP and Pact’s technical staff, external technical experts, and stakeholders, as necessary, to ensure development of quality and responsive scopes of work and service provision to USAID Missions.

· Lead project learning events to audiences that might include USAID staff, U.S. foreign missions, development community, local governments, financial institutions, private sector investors, and service providers.

· Represent the project at conferences, working groups, and meetings.

· Provide outreach to engage new or often excluded stakeholders.

· Ensure successful integration of activities across objectives and that the project meets stated goals, outcomes, benchmarks, and reporting requirements.

· Provide administrative leadership and budgetary oversight of the project to ensure that the program meets programmatic and financial targets and makes accurate projections.

· Ensure that all project activities are compliant with USG rules and regulations, as well as consistent Pact’s policies, procedures and best practices.

· Model Pact’s values of Respect, Integrity, and Inclusion in their everyday interactions with Pact staff, partners, beneficiaries, and donors.

Basic Requirements

· MBA, Master’s Degree or higher in a relevant field.

· At least ten (10) years’ experience in international development and/or emerging economics.

· At least eight (8) years of experience as a COP or in a comparable managerial position on donor-funded projects.

· Knowledge of USAID initiatives and key players in private sector engagement; agriculture and food security; economic growth and trade; environment, energy, and infrastructure; and localization initiatives.

· Demonstrated and deep understanding of climate finance and investment models.

· Experience mobilizing private sector investments and actions to address climate change.

· Demonstrated track record of successfully leading large teams of technical and administrative staff and successfully building and managing a diverse team of employees and partners.

· Ability to develop and maintain strong relationships with government and civil society stakeholders.

· Experience overseeing a variety of subcontract types and reviewing highly technical scopes of work and budget formats.

· Demonstrated strong organizational, communication, leadership, problem solving, consensus building, and time management skills.

· Fluency in English.

Preferred Qualifications

· Familiarity with USG and USAID rules and regulations, specifically FAR, AIDAR, and 2 CFR 200.

· Understanding and expertise in climate and sustainable finance.

· Demonstrated ability to navigate independently and as a team member – with a wide range of people, situations, and languages.

· Excellent inter-personal skills and ability to work collaboratively on a wide range of issues.

· Ability to forge consensus patiently and diplomatically between diverse stakeholders in the development of scopes of work and negotiating contracts.
