Chemonics

Chemonics seeks a Chief of Party (COP) for the anticipated USAID Sustainable Inclusive Development for Equity Activity. The anticipated five-year, $25-50 million Leader with Associate Award will enable USAID’s Inclusive Development Hub and USAID Missions to support the priorities of marginalized, under-represented populations and /or people living in vulnerable situations (MUGPVs) globally. The proposed mechanism is flexible, allows for rapid utilization by different operating units in Washington, D.C. and USAID Missions, and harnesses specialized technical knowledge to build the capacity and effectiveness of local organizations working to advance USAID’s inclusive development objectives. The Chief of Party is responsible for the successful performance of the activity. The COP provides strategic leadership to staff and partners, ensuring the project efficiently and effectively achieves its objectives while remaining within the budget ceiling, adhering to USAID regulations, contract requirements, and Chemonics policies and standards of business conduct. The COP serves as the primary representative for Chemonics for the activity and is responsible for establishing productive relationships with USAID Operating Units and Missions, government officials and forging alliances with businesses, organizations, and other stakeholders.

Responsibilities:

  • Provide leadership, technical direction, and oversight for all project activities and ensures that targets and results are achieved
  • Ensure delivery of technical assistance that is timely, high quality, technically sound, and appropriate, leveraging participatory co-design processes with MUGPV partners to strengthen local capacity and sustainability of inclusive development activities
  • Serve as the project’s primary point of contact with USAID operating units and Missions
  • Establish and maintain productive, trust-based partnerships with MUGPV-led organizations at the regional and local levels.
  • Oversee operations, compliance and management including oversight on all grant activities, finance, contracts, and standards of business conduct
  • Motivates project staff and consultants to deliver results by establishing a strong team dynamic, open communications, and promoting diversity, equity, inclusion, and accessibility in internal operations, management, and program implementation
  • Proactively seeks out, pilots, measures, and shares innovative approaches to address current and anticipated implementation challenges
  • Directs and monitors execution of activities, actively collaborating, learning, and adapting with staff and partners in real time in response to stakeholder feedback and changes in the context

Qualifications:

  • Master’s degree in international development or another relevant field
  • Minimum 10 years of professional experience on projects similar in complexity and scope
  • Minimum 5 years of experience in inclusive development and addressing the priorities and needs of marginalized, under-represented populations and /or people living in vulnerable situations (MUGPVs).
  • Demonstrated leadership and management skills necessary to develop, articulate, and implement the vision for this activity
  • Demonstrated ability to establish strong working relationships with USAID Operating Units and Missions, and to build strong partnerships with MUGPV-led or MUGPV-serving organizations.
  • Strong understanding of USG rules and regulations, including experience with donor-funded grantmaking; Leader With Award (LWA) management experience preferred
  • Experience supporting USAIDs Inclusive Development Hub portfolios and key guidance related to inclusive development such as the Policy on Promoting the Rights of Indigenous Peoples, LGBT Vision for Action, Youth in Development Policy, Advancing Protection and Care for Children in Adversity Strategy, and other relevant policies and strategies.
