The Global Camp Coordination and Camp Management Cluster belongs to the Division of Resilience and Solutions (DRS) and reports to the Deputy Director in DRS and requires a unique combination of strategic vision, leadership and coordination abilities, broad operational and technical experience, managerial and teambuilding skills, as well as the capacity for strategic, creative and innovative thinking, planning and action.

As Co-Coordinator of the Global CCCM cluster with the International Organization on Migration (IOM), the Chief of Global CCCM Cluster Section plays a crucial role in ensuring that UNHCR, as Cluster Co-Lead Agency, delivers on its interagency commitments and accountability to support preparedness and provide the technical capabilities needed for timely, effective and well-coordinated humanitarian responses to CCCM needs, within the framework of the Inter-Agency Standing Committee (IASC) and through the Transformative Agenda. S/he advocates for CCCM in the humanitarian response, leads the mainstreaming of localization, early recovery, solutions and spearheads the integration of cross-cutting issues into the work of the Global CCCM Cluster, especially age, gender and diversity. S/he is also expected to impartially represent the interests of the members of the Global CCCM Cluster.

The incumbent works in close collaboration with the Division of International Protection, Division of Emergency, Security and Supply, Bureaux and other relevant Divisions. S/he maintains close working relations with senior staff in country-based Cluster-lead UN agencies, OCHA, development agencies, other intergovernmental organizations, non-governmental organizations, embassies, academic institutions. S/he is responsible for ensuring UNHCR’s role as Cluster Lead Agency improving the predictability, leadership, effectiveness and accountability of response to ensure that protection mainstreaming and CCCM are central to humanitarian action.

Internally, the incumbent will be required to work with inclusive and comprehensive approaches that bring together UNHCR’s Regional Bureaux and country operations and Headquarters teams, including the Division of International Protection, the Division of Emergency, Security and Supply and the different sections within DRS, to ensure the complementarity of coordination and technical approaches and fulfilment of the goals, as well as minimum requirements, of the IDP Policy, the IDP solutions agenda and associated guidance. The incumbent must have the experience and skills needed to engage these stakeholders and navigate the relevant internal processes.

To this end, the incumbent works in collaborative approaches and leads the Global CCCM Cluster team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills, but also innovation and forward looking approaches, in which the principles of partnership and collaboration are essential.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

  • Ensure that UNHCR delivers on its commitments and accountability as lead of the Global CCCM Cluster.
  • Establish strong working relationships with all cluster members and take final decisions over high level running of the Global CCCM Cluster, the running of the strategic advisory group, sub and task groups, technical working Groups and ad hoc/task-related bodies for specific issues.
  • Establish and maintain strong collaboration and partnering with the Global Protection and Global Shelter Clusters, as well as the other agency lead clusters.
  • Ensure a consistent interpretation and application of international law and related UNHCR and IASC legal standards and policies.
  • Oversee and work towards the CCCM Cluster’s adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments; in cooperation with the Humanitarian Country Team.
  • Ensure that coordination services, including meetings, are provided in line with the Principles of Partnership, ensuring that cluster coordination is inclusive, consultative and results oriented.
  • Establish a functional information management strategy and mechanism for the Global CCCM Cluster to report and share information within the CCCM Cluster, with the other clusters and the overall humanitarian community including donors, with the UNHCR internal mechanisms.
  • Coordinate the integration of cross-cutting issues in the work of the CCCM Cluster, including age, gender, environment, diversity, cash assistance and mental health and psychosocial support.
  • Establish mechanisms for accountable and transparent financial resource allocation within the Cluster.
  • Ensure provision of adequate support to the country CCCM Clusters, led by UNHCR.
  • Develop, manage and lead cooperation with UNHCR’s partners for the benefit of the quality and effectiveness of UNHCR’s IDP CCCM coordination programmes.
  • Maintain regular dialogue with donors, Cluster-lead UN agencies, OCHA, other intergovernmental organizations, non-governmental organizations.
  • Strive for coherence of Global CCCM Cluster’s policies, standards, tools, guidance and approaches with UNHCR’s IDP operational footprint, to ensure integration and synergy between UNHCR’s agency role and interagency engagement.
  • Ensure that the CCCM Cluster produces quality analytical reports, including with regard to the trends and patterns of protection risks, and population movements, and promote that the information on affected population is disaggregated by sex and age.
  • Ensure a consistent interpretation and application of international law and related UNHCR and IASC legal standards and policies for the adequate provision of services to IDPS.
  • Perform other related duties as required.

Relevant Job Experience

Essential

Minimum 12 years previous relevant Humanitarian international work experience in senior management. Demonstrated leadership and coordination experience. Trained and familiar with protection as well as other cross-cutting issues like, gender and diversity, age, disability, HLP and environment. Good and proven knowledge in UNHCR operations and management. Broad operational experience including ‘first responder’ contexts across a variety of geographical locations. Excellent communication skills, with strong drafting skills.

Desirable

Knowledge of UNHCR’s mandate for protection and solutions and relevant policies. Knowledge of results-based management and evidence-based planning approaches, methods and tools.

Desired Candidate Profile

The Chief of the Global CCCM Cluster Section will report to the Deputy Director of the Operational Support Service in DRS, and plays a crucial role in ensuring that UNHCR, as Cluster Co-Lead Agency, delivers on its interagency commitments and accountability to support preparedness and provide the technical capabilities needed for timely, effective and well-coordinated humanitarian response to camp coordination and camp management needs, within the framework of the Inter-Agency Standing Committee (IASC) and through the Transformative Agenda.

The incumbent of this position should have demonstrated experience in coordinating and managing complex operations with protection and/or field operation management background and understanding of internal displacement. As UNHCR is increasingly engaged in Climate Action, it is essential for the incumbent to have substantial field experience in managing complex displacement situations including natural disaster related multi-functional knowledge required to effectively manage coordination in all situations. The incumbent should have strong coordination skills and be able to provide holistic support to country led clusters, working closely with UNHCR country operations and Regional Bureaux.

To meet the expected deliverables, the incumbent should have demonstrated experience in strategic and innovative thinking while possessing strong analytical and problem-solving skills.

Strong interpersonal and leadership skills, as well as a mature approach, are necessary for the incumbent to effectively manage the global CCCM cluster and the team and coordinate with a wide range of multi-functional stakeholders, both internally and externally. The incumbent will work closely with IOM, the co-lead of the CCCM at global level. S/he is expected to be a leader, mentor, team-player, forward-looking and solutions-oriented and have a solid sense of responsibility and accountability.

S/he should be able to work under pressure and effectively coordinate and delegate to meet multiple competing deadlines in an organized and structured manner. Strong communication, excellent writing and presentation skills are also essential. Knowledge of another UN language is an asset.

The incumbent will also supervise staff and should be able to manage a team and ensure that the team performs at its best, ensuring distinct roles and building on the strengths of the team members. S/he is expected to provide coaching and mentorship whenever needed.

Nature of Position:

Living and Working Conditions:

Geneva is a HQ duty station offering high standard living conditions with a relatively high cost of living. Switzerland is in general a safe place with very little crime.

Staff members assigned to Geneva have also been granted the opportunity to reside in neighbouring France on the understanding that the preconditions to acquiring a French residency permit are respected.

Medical care is up to international standards. Under the Swiss Federal Health Insurance Act health insurance coverage is compulsory for all persons domiciled in Switzerland within three months of taking up residence or being born in the country. International staff members and their family members holding a Carte de legitimation or an attestation delivered by the Swiss Federal Department of Foreign Affairs are exempt from this compulsory insurance provided that they are covered by another health insurance scheme (i.e. UNSMIS).

With regard to educational facilities in the Geneva area, international schools (La Grande Boissière, Châtaigneraie and Pregny) have difficulties to find places for new admissions. It is therefore advisable to make requests for admission for children as early as possible.
