Organizational Setting and Work Relationships The Chief National Partnerships Liaison Officer works in the Private Sector and Partnership Service in Geneva. The incumbent will have supervisory responsibility and will report to the Head of Service, PSP, based in Copenhagen. S/he will work closely with the Director of DER, PSP Head of Service, PSP Chiefs of Sections, PSP Regional Managers, Representatives in NP countries, Regional Bureaus and NPs. The primary focus will be to improve and build the relationships between National Partners and UNHCR Representatives, and External Pillar engagement at the Bureaux, DER at HQ level and HQ PSP management in Copenhagen, and other key stakeholders. In addition, the incumbent will work closely with PSP Chiefs in each region to respond to and follow up on challenging situations between Representatives/Country Offices and National Partners, proactively intervening to encourage dialogue and find solutions. The incumbent will be required to organise Partnership Council meetings, working closely with the PSP Head of Service and the National Partner Co-Chair of the Partnership Council. In addition, organize with the involvement of the UNHCR Senior Management recurrent meetings for the Representatives of National Partner countries and also a joint meeting between National Partners and Representatives in countries with a National Partner annually, enabling a smooth working relationship between these senior stakeholders. Finally, the incumbent will be expected to lead on managing governance related matters, and legal contractual arrangements between National Partners and UNHCR.

Duties – Strengthen positive relationships between National Partners and UNHCR at country, regional and HQ level, working closely with PSP Chiefs in each region on fundraising activities and working across UNHCR to coordinate non fundraising activities. – Lead on managing governance and legal arrangements between National Partners and UNHCR. – Champion the voice of National Partners within UNHCR and the voice of Representatives/UNHCR Country Offices within National Partners to continue to build a mindset of understanding and collaboration. – Ensure effective collaboration between National Partners and UNHCR at country and HQ level, ensuring that National Partners are involved with key stakeholders in relevant strategic discussions at HQ and regional level. – Support National Partners by providing induction to UNHCR for new Board members, supporting board missions to UNHCR operations, attending National Partner board meetings on request etc. – Support Representatives in National Partner countries by offering induction and briefings as relevant. – Organise Partnership Council meetings twice a year working closely with the PSP Head of Service and the National Partner Co-Chair of the Partnership Council. – Organise a meeting once a year for the Representatives of National Partner countries and also a joint meeting between National Partners and Representatives in countries with a National Partner. – Take forward the `collaboration¿ project to turn the recommendations into positive actions to drive improved collaboration, including sharing existing and developing new tools to enable good practice and managing an accessible SharePoint space. – Coordinate UNHCR communications with National Partner CEOs and Representatives so that all parties receive consistent, timely information on relevant topics. – Work closely with PSP Chiefs in each region to respond to and follow up challenging situations between Representatives/Country Offices and National Partners, proactively intervening to encourage dialogue and find solutions. – Perform other related duties as required.

Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Capacity to anticipate, mediate and resolve conflict situations Building trust with internal and external partners.

Desirable Field experience in UNHCR. Extensive UNHCR experience, including familiarity with UNHCR management / decision making processes. Extensive working experience in NGO context(s).
