We are looking for a collaborative and dedicated individual with Monitoring, Evaluation, Accountability and Learning experience to join us as Collaborative Cash Delivery MEAL Manager.

About the role
Save the Children is a member of the Collaborative Cash Delivery network (CCD), a network of 14 INGOs committed to collaborating for improved impacts of humanitarian cash programming.

At Save the Children UK (SCUK), we are leading a CCD consortium to implement an inter-agency program funded by Disaster Emergency Committee (DEC) to achieve transformative and innovative outcomes within the Ukraine and the regional humanitarian response.

As CCD MEAL Manager, you will be a key member of the Consortium Management Unit (CMU) who will lead the MEAL function for the DEC program in line with the strategic vision. The consortium will deliver pilots, new models and learning under five outcome areas.

You will take responsibility for the consortium’s MEAL deliverables in the project by providing MEAL leadership and direction for the program enhancing quality, accountability, and learning. You’ll focus on ensuring CCD, DEC members and other local and international humanitarian actors responding to the Ukraine Crisis use collective learning to strengthen collaborative, evidence-based and accountable cash programming.

Key Accountabilities:

  • Lead the design of MEAL framework for the project based on Log Frame
  • Support the design of assessment tools as needed/requested (i.e., capacity assessment, AAH basic needs/economic survey, endlines, outcome harvesting, etc.)
  • Ensure appropriate data collection against outcome/output indicators by Implementing Partners (IP) to support the Consortium Manager with donor reporting
  • Ensure CCD learning agenda is well supported and actioned by responsible parties within the consortium and across implementing partners, providing support across the components of Learning Agenda as needed
  • Lead feedback and lessons learnt events across IPs and local partners
  • Support partners in their monitoring and compliance checks of cash implementation (MPCA, GCTs, etc.) as needed (providing technical support)
  • Coordinate final evaluation design, implementation, and recruitment of relevant consultants to support evaluation of the localisation componentSupport Data Portability Outcome, GTS, and Collaboration Outcome areas to produce high quality learning reports/publications
  • Synthesize case studies and learning reports from IPs and work with Comms Manager for dissemination
  • Lead on advocacy from the learning that comes from pilots – identify opportunities e.g. AAP for further research/learning
  • Participate in localisation Steering Committee, Data Portability Braintrust, and Ground Truth Solutions reference groups

Person Profile
To be successful in this role, you’ll demonstrate excellent project management and facilitation skills, with proven ability to lead on project planning, prioritisation of workloads and to take ownership of your own time and deliverables.
You’ll be someone who builds rapport and trust quickly, able to develop and maintain strong internal and external relationships with diverse stakeholders.

You’ll have:

  • Significant experience in MEAL for CVA in humanitarian contexts
  • Experience in influencing change at an operational and strategic level, including external representation, with a variety of stakeholders, including donors, humanitarian actors, sector networks etc
  • Experience preparing reports, briefing papers, and discussion documents with proven ability to communicate clearly to a diverse audience
  • Experience in organisational representation, coordination and liaison
  • Experience in working in humanitarian responses and a sound understanding of the systematic and practical challenges impacting humanitarian responses.
  • Strong analytical skills and creative problem-solving skills to tackle complex problems
  • Highly computer literate and confident with Word, PowerPoint, and Excel
  • Willingness and ability to travel to Ukraine, Poland and Romania

  • • Strong team skills, with the ability to develop and maintain effective working relationships and collaborate both within and outside the team and work within a network of working groups and teams.
  • • A strong commitment to inter-agency collaboration and CCD principles
  • • Self-motivated, flexible, and adaptable to changing priorities

  • • Excellent workshop facilitation skills
  • • Excellent communication and negotiation skills – quickly able to identify common ground and solutions.

Ways of Working:
Remote First – The majority of our roles can be performed remotely, however you may work from the office as often as you wish. Whilst you will be predominantly working from home, we may at times require you to come to your contracted office (up to 2-4 days per month or 6-8 days per quarter). Note: This will be agreed with your Line Manager and team. This is intended to be time spent on collaborating with colleagues and relationship building.

On-site – There are certain roles that cannot be performed remotely and so your role will be based in an office location and you may occasionally be able to work from home.
